    Sheng Ya, Wang Jiexiang
    2013, (3): 31-40.
    Abstract ( 2069 )   PDF (1000KB) ( 2646 )
As a result of practice demand and policy orientation, the development of Complex Products and Systems(CoPS) innovation in China have drawn the attention of the world. However, the significant risks of CoPS innovation are ignored, resulting in great losses. Therefore CoPS innovation risk need give the urgent attention by academia. The mechanism of innovation risk creation is the key of innovation risk research. As the substantive characteristic of CoPS innovation, a the innovation with multi-participators style is neglected by former researches, the stakeholder perspective is introduced into CoPS innovation risk research. From this perspective, a risk creation mechanism model involving stakeholder interest-power asymmetry-opportunism-risk creation of CoPS innovation is built and the empirical results support the theoretical model, but some differences exist among three stakeholders, that is, customer, employee, and sub-contractor. In addition, the relationship strength between has a front-end moderative effect on the risk creation mechanism.

    Yang Lifeng, Chen Kaihua
    2013, (3): 128-136.
    Abstract ( 2140 )   PDF (1278KB) ( 3188 )
On the basis of the study of levels and trends of Electric Vehicle (EV) technology development by using the patent data extracted from the patent organizations of major nations, a new indicator, namely, transnational patent, is novelly introduced to avoid the effect of domestic advantages in the international comparison of technology level by patent database analysis and to objectively evaluate international EV technology competititiveness of major EV countries. An indicator named as transnational patent proportion is constructed to measure the internationalization degree of EV technologies in different countries, and the comparative advantages of EV sub-category technologies in different countries are also analyzed by the indicator of revealed patent advantage. Statistical results show that China has experienced a rapid growth in EV technologies, whereas it still lags behind developed automotive countries, such as Japan and the US, it could be reflected by China’s relatively low quantitiy of international patent filings and low internationalization degree of patents. China displays comparative advantages in battery technologies and battery controlling systems, while it shows remarkable disadvantages in motor technologies and motor controlling systems, it calls for a more intensive research in the field of motor and motor controlling technologies to promote the overall and balanced development of China’s EV industry.

    Xu Zhi, Yang Feng
    2013, (3): 145-153.
    Abstract ( 2069 )   PDF (1266KB) ( 2571 )
University technology transfer not only links academic research with industry production practice, but also shows the function of universities to serve the society significantly. The panel data during the period of 2000-2009 with university technology transfer is used as output variable, the staff and capital single-factor efficiencies of university technology transfer in China are analyzed. Furthermore, in the four aspects of geographical distribution, specifications, subordination, and type of universities, the single-factor efficiency of staff and capital is investigated. The results show that the university technology transfer efficiency is only 46.48% on average, and the verage value of staff efficiency and capital efficiency are also at a low level, 46.90% and 37.61%, respectively. Besides, the provinces with relatively more staff and capital investment except Beijing and Zhejiang Province turn out to have low efficiency in both staff and capital. Lastly, there is no significant divergence between key universities and common universities on the single-factor efficiency. Which means that comparing with common universities, key universities have much room for the improvement of efficiency since their innovative resources possess the high-quality. Above all, while continually increasing the input to universities, the government needs to focus on the efficiency, especially the efficiency of capital usage in order to reverse the supply-oriented trend in the university research work.
