Abstract: As a result of practice demand and policy orientation, the development of Complex Products and Systems(CoPS) innovation in China have drawn the attention of the world. However, the significant risks of CoPS innovation are ignored, resulting in great losses. Therefore CoPS innovation risk need give the urgent attention by academia. The mechanism of innovation risk creation is the key of innovation risk research. As the substantive characteristic of CoPS innovation, a the innovation with multi-participators style is neglected by former researches, the stakeholder perspective is introduced into CoPS innovation risk research. From this perspective, a risk creation mechanism model involving stakeholder interest-power asymmetry-opportunism-risk creation of CoPS innovation is built and the empirical results support the theoretical model, but some differences exist among three stakeholders, that is, customer, employee, and sub-contractor. In addition, the relationship strength between has a front-end moderative effect on the risk creation mechanism.
