University technology transfer not only links academic research with industry production practice, but also shows the function of universities to serve the society significantly. The panel data during the period of 2000-2009 with university technology transfer is used as output variable, the staff and capital single-factor efficiencies of university technology transfer in China are analyzed. Furthermore, in the four aspects of geographical distribution, specifications, subordination, and type of universities, the single-factor efficiency of staff and capital is investigated. The results show that the university technology transfer efficiency is only 46.48% on average, and the verage value of staff efficiency and capital efficiency are also at a low level, 46.90% and 37.61%, respectively. Besides, the provinces with relatively more staff and capital investment except Beijing and Zhejiang Province turn out to have low efficiency in both staff and capital. Lastly, there is no significant divergence between key universities and common universities on the single-factor efficiency. Which means that comparing with common universities, key universities have much room for the improvement of efficiency since their innovative resources possess the high-quality. Above all, while continually increasing the input to universities, the government needs to focus on the efficiency, especially the efficiency of capital usage in order to reverse the supply-oriented trend in the university research work.
