Abstract: Combining the principles of multi-attribute group decision-making with the idea of index deviation degree, an obstacle diagnosis model is developed based on the multi-attribute group decision-making. First the model decomposes diagnosis targets multi-levelly, then assemble the matrix of expert attributes judgment in order to quantitatively calculate index deviation degree and get each obstacle level of all indexes. Finally, the obstacle levels of index are sorted and analyzed. The model offers a new thought of obstacle diagnosis for overcoming the limitation of subjective weight, and expanding the applications of multi-attribute group decision-making method. Empirical analysis has diagnosed the growth obstacles of 531 listed Small and Medium-sized Enterprises(SMEs) in the year of 2010, and gets the obstacle level of five aspects, including growth ability, profitability, capital operation ability, market expectation, and enterprise scale of each SME, expanding the study of SMEs growth and proving the validity of the model.
