An analysis on the cost of technological learning and its major determinates
Liu Hongwei, Li Jizhen, Wang Yan
    2007, 28(5): 1-8.
    Abstract ( 1613 )   PDF (1030KB) ( 2411 )
It is a logical hypothesis that the process of technological learning must expend resources and entail costs. The learning cost is an immanent fundamental factor resulting in success or failure of technological learning. There is a reciprocal relationship between firm and society learning costs. Insufficiency of social accumulation and investment directly shows the deficiency of the firm exterior surrounding and condition, which forms vast obstacles for technological learning. The technological groundwork, manifestation of technological knowledge, technological transaction cost, and potential market value of the technology, technological learning strategy, and effectiveness of organazational learning process manegement and so on are the major factors imposing on the cost of technological learning. The research on the influencing factors and its functions from the perspective of learning cost will help people to understand the causes of success or failure, and grasp the general rule of technological learning.

The influence of technological regime on FDI spillovers: Evidence for Chinese manufacturing industry
    Wu Xiaobo, Huang Juan
    2007, 28(5): 18-24,51.
    Abstract ( 1402 )   PDF (1637KB) ( 2568 )
From a new perspective of technological system, the factors influening the FDI spillovers and the technological diffusion of FDI are analyzed. Based on the empirical study of 28 Chinese manufacturing industries, the conclusions can be drawn from statistical analysis of their panel data during the period of 1999-2002. As to FDI spillovers, there are less technological opportunities, then the technological base more depends on the application sciences, and the the mobility of technological trajectory is less, the FDI spillovers will generate more easily. The absorptive capabilities of local enterprises have obvious positive effects on the FDI spillovers, but the effects of monopolization of innovations and availability of external knowledge are not dominant in the results. However, the impacts of technological system on the technological diffusion of FDI are a little different. Technological opportunities, monopolization of innovations, and fluidity of technological trajectory have negative effects on the technological diffusion of FDI, while the rest of technological system factors constitutes a little impact on the technological diffusion of FDI in the statistical analysis. The conclusions are quite important for the FDI import and the enterprise technological catching-up in China.

    2007, 28(5): 76-87.
    Abstract ( 1772 )   PDF (1217KB) ( 2610 )
By constructing the econometric model, the difference of knowledge spillover effect between different influence factors are analyzed, the relation degree and validity between influence factors and knowledge spill effect are measured. The result indicates that there is a convergent pattern for the steady state in the enterprise knowledge spillover and imitation structure which forms the spiral type evolvement of innovation and imitation. The knowledge spillover effect relates to R&D input, trade and traffic condition, the mobility of labor force, the enterprise knowledge absorbency, the flexibility of market mechanism, the time lag of knowledge spillover, and the changes of factory site, besides trade cost and space-time span. The total R&D input presents a notable positive correlation with the explained variables; economic disparities and the distance between areas or enterprises take on remarkable negative correlation with knowledge spillover effect. The enterprise knowledge absorbency shows direct ratio with knowledge spillover effect. When the enterprise knowledge storage quantity disparity is equal to enterprise knowledge absorbency, the knowledge spillover effect is the biggest. The time lag of knowledge spillover as well as the knowledge degeneration rate display inverse ratio with knowledge spillover effect; the sale income of area or industry, the sum of fixed assets and current assets of this area or industry don't have material influence on the knowledge spillover and the raising of labor productivity. The time lag of spillover is decided by knowledge characteristic and internality level of knowledge externality; the implement approach of knowledge internality depends on many factors, such as the arrangement of property right system, the government protection for innovation main body and moral restraints.

    2007, 28(5): 128-135.
    Abstract ( 1621 )   PDF (1158KB) ( 2461 )
In previous literature, there were many researches about the state's high-tech development zones or industrial clusters, however, there are little studies on the degree of industrial accumulation within the state's high-tech development zones building on the idea and theory of industrial clusters. Firstly, the methods commonly used to measure the industrial clusters are reviewed, then, according to the industrial characteristics of the high-tech zones and the purpose of calculations, a method to identify industry clusters-Location Quotient(LQ) coefficient is chosen. Subsequently, there are four steps to measure the degree of industrial accumulation within the state's high-tech development zones, 1) selecting the scope of industries measured the degree of industrial accumulation, 2) weighting four relative industries , 3) calculating the degree of industrial accumulation, 4) using a normalization method, that is, re-scaling the data for standardization. Therefore, the degree of industrial accumulation within the state's high-tech development zones can be ranked. Finally, depending on the rank, high-tech development zones are classed into four grades, and a typical zone within every grade is chosen to analysis relative factors which affect the rank.
