    The acquisition of technological capability in Chinese optical fiber and cable industry: Reverse technological learning

    The industrial technological learning is one of the key questions for the technological innovation research and industrial research in developing countries. The case of Chinese optical fiber and cable industry is taken to study the technological learning process. The technological learning process of the Chinese optical fiber and cable industry is reverse. And two reverse learning coexist in the industry including the reverse technological chain learning and the reverse industrial chain technological learning. The influential factors on the technological learning of the Chinese optical fiber and cable industry include technological structure, the institution environment, the learning driving force, and the learning base. The unbalanced distribution of the four factors in the three industrial production phases (optical perform, fiber, and cable) is the main reason for such a reverse technological learning.

    Based on a nonparametric Malmquist index approach, the Total Factor Productivity(TFP) trend in China's industry has been analyzed, which is decomposed into technical efficiency and technical progress. The results indicate that the average growth rate of Chinese industry is mainly due to the improvement of the technical progress, the decline of productive efficiency has affected the growth of TFP adversely. There are obvious different growth of TFP between east, centre, and west regions of China, the difference of technology development between regions is one of the important factors caused regional TFP divergence.

    At present, foreign enterprises are implementing the strategy which combines technological standard and patent. The implement main body is patent pool rather than a single enterprise. From the aspect of enterprise strategy, the competition has reached a higher lever. Under this circumstance, Chinese enterprises should take fully advantage of the successful experience of operation on technological standard through patent pool by foreign enterprises. The operation modes and effects of GSM-Motorola and MPEG-2 patent pools are analyzed. Chinese enterprises could draw on the practice for their operation on own technological standard through patent pool.

    How to put all kinds of resources, such as limited manpower, material resources and financial resources, etc., into the trasformatiou project of the scientific and technical outcome, and improve the transformation efficiency of the scientific and technical outcome of new and high technology enterprise at the greatest extension have already become the most pressing matter for Chinese new and high enterprises. The appraisal of the prospect of high-tech transformation outcome should carry on from the following aspects such as economical benefit, the risk of transformation, technical maturity and so on. At present in China, the most eminent question is that the economical benefit of transformation project is so dissatisfied. The status of economical benefit decides on whether the transformation project is successful or not. The index system appraising the transformation efficiency of outcome is set up, and the application of the BP neutral network method for the appraisal of the outcome transformation efficiency for new and high technology enterprise is proposed. To measure the economical benefit of transformation outcome will provide the important reference for administrators to make decisions in management.

Industrial network is a complex network with the scale-free and small world properties. The structure of industrial network has different impact on the threshold, length of path, status, and participationof innovation diffusion. Based on the cost which enterprise spends on technology innovating, and attitude toward the risk of technology innovation, the "technology innovation avalanche"diffusing model of industrial network is proposed, and further analysis is made.

    By using the cointegration method, the relationship between the different forms of public R&D and economic growth from 1991 to 2005 in China is examined. The result shows that there is a long-term equilibrium relationship between public R&D and economic growth in China, i.e. the increasing public R&D expenditures and direct funding to corporations boost economic growth individually, This cons with the conclusions of Morales (2001). It is also found that the applied research of public R&D institution in regard to the long-term elasticity of economic growth is negative.

    A general analysis framework is presented; and it is inclined to think that the equilibrium between innovation ability and control ability in the process of enterprise durative growth means that there is an optimal equilibrium among suitable object, opportunity, method and intensity of the two abilities. And the durative growth of enterprises is the process that the integration of innovation ability and control ability continuously approaches to the optimal equilibrium. Finally, the key for enterprise durative growth are the establishment of the perfect innovation system and the innovation-push control system of enterprises, and the realization of the two system organic integration.

    Firstly the mainstream knowledge capital management models based on different disciplines are analyzed and their limitations are indicated. Secondly, the following hypotheses are raised, that is, the knowledge capital in corporation is just as the quality in corporation, the knowledge capital management is just as the quality management. This is a dynamic process management. Thirdly, in order to offer a road map for the domestic corporation implementing knowledge capital management, the knowledge capital management model realizing four key Sub processes is constructed. These sub processes involve knowledge capital creation, solidification, evaluation, and knowledge asset value. Finally, taking Jiangsu Electric Power Design Institute as an example, the actually application status of the management model is analyzed.

    In the technology transaction, the relationship between patent holders and competitors (potential infringers) is a typical leader-follower strategy. And the sequence of actions influences the payoff of both sides greatly. Models of "leader-one follower" and "leader-multiple followers" are set up respecti-vely, in order to analyze the strategies and equilibria in situations that a patent holder faces single or multiple competitors. According to the "leader-one follower" model, the corollary "likelihood of entry increases with the penalty" can only exist if the competitor acts preemptively. And results from the "leader-multiple followers" model indicates that the "leading advantage" lies definitely with the holder and that competitors need preemption to maximize their payoff by stimulating the holder to mitigate the litigation.

    he effective investment and finance mechanism will bring in more efficient technological innovation activities to improve technological innovation capability and economic growth. The previous research works on technological innovation capability are summed up, the concept of investment-oriented investment and financing mechanism is brought forward, and an empirical study on the influence of investment and finance mechanism on technological innovation capability in view of the data of provincial-level regions is carried out. In conclusion, investment on technological innovation mainly imposes its influence on technological innovation capability in three aspects, that is, investment volume, investment structure, and the term of years during which it functions; financing technological innovation imposes its influence on technological innovation capability in two aspects, namely, finance structure and financing matching degree. It is necessary to make policy and construct consummate investment and financing mechanism according to the characteristics of Chinese investment and financing mechanism, in order to improve technological innovation capability and to promote economic and social development better.

    Based on the theory of equity market timing combined with the refinance policy in Chinese stock market, the effect of refinancing condition in Chinese stock market on the capital structure is investigated elaborately. It is found that the constraint of refinancing policy results in the difference of issuing time among the listed companies under the overvaluation condition of circulating stock. Moreover, the difference of finance frequency causes the difference of utilizing the refinancing condition in listed companies. For the firms with more refinancing, three main conclusions can be drawn: 1. The overpricing of stock decreases the firm leverage in most years. 2. The historical stock valuation in the year of finance has a significant negative impact on the present capital structure. 3. The current market valuation of stock affects the accumulation change of capital structure since IPO notably. For the sample firms as a whole, three opposite conclusions can be obtained: 1. The present and historical market overvaluation of stock does not affect capital structure of the firm coustantly. 2. The preference of issuing equity does not turn into the actual outcome due to the constraint of refinancing policy. 3. The total average firm leverage decreases. To large extension, it is the outcome of that of the partial firms refinancing several times absorb much more finance capital and average them.

    A study on the top management compensation in listedhigh-tech companies and its effectiveness

    High technology companies are human capital concentrated; the compensation is the main incentive tool to gain human capital advantage. Top management compensation is also the main content of the company governance mechanism. The top management compensation in listed high technology companies and its effectiveness is analyzed empirically. The study reveals that the main factors which determine top management compensation are firm size,firm performance, economic area that firm locates at, and stock percentage of the maximal shareholder. The firm size is the biggest factor. The main factors which significantly affect percentage of stock holding by top management are firm size,firm performance, and stock percentage of the maximal shareholder. The outside director percentage of directorate and the size of intendancy committee do not affect top management compensation in statistics. Top management compensation is positively related to firm performance. Top management compensation,percentage stock ownership and compensation gap among top managements notably influence firm performance. It is also shown that the top management compensation mechanism is effective in the degree. And listed high-tech companies should build up a market-oriented, performance-driven compensation system, carry out equity incentive system, increase compensation gap, and strengthen company governance mechanism.

    Although core competence theory has explained the formation of the competitive advantage effectively, it fails to give a satisfactory answer for the competitiveness transition. Therefore, it is necessary to develop the theory further. The entrepreneurial competence is considered as a core factor of the competitiveness model, and the relationship among the entrepreneurial competence, core competence, competitive advantage and performance is examined based on 283 valid questionnaires. The results disclose that even then core competence contributes to competitive advantage directly; on the other hand, the entrepreneurial operational competence not only promotes the competitive advantage directly, but also becomes the source of core competence.

    Given the potential influence of organizational communication and management control on the speed of strategic change, how to manage the speed of strategic change is investigated. Based on relevant theories, a conceptual model and corresponding hypothesizes are established and tested empirically by a sample of 585 Chinese firms. Analysis results show that organizational communication will promote the speed of strategic change, and firms in which information communication is emphasized will establish both strategic control and financial control simultaneously. However bureaucratic organizations tend to choose financial control; the strategic control will hinder the fast enforcement of strategic change, while the financial control will promote the rapid implementation of the strategic change.
