Abstract: Globalization is gradually made the local economy with the model of enterprise cluster to embed in the framework of the globe. Enterprise cluster need strengthening the outside link in order to enhance its competence. The upgrading of enterprise cluster is analyzed based on technology capability and marketability with the scope of the theory of global value chain and cluster. The upgrading route of enterprise cluster with the dimension of technology capability and marketability is put forward. Finally, the upgrading route with the case study of Jinjiang shoemaking enterprise cluster is dissected.
