    The method of Fractional Graph Area(FGA),which is one of the important methods for the graph scientometrics,uses the proportion of the scientific graph area occupying the entire article area as a quantify index. The FGA method is applied as the research on the discipline development of Materials Science and Engineering (MSE).Having ten journals measured, the original data are acquired, the tendency which the FGA changes over time is obtained, and the data is collected and analyzed by means of various statistical methods. Using quantitative and qualitative methods to study trends in the development of MSE, it is indicated that from the 1950s to the late of 1960s, the MSE got a rapid development.After going through a period of oscillation and development, the MSE gains a new growth tendency since the end of the 20th century.Through analyzing the development of MSE among China and abroad, although the development level in MSE of China is relatively behind other developed countries, but the growth rate is far exceeded.By analyzing the development of the various branches of MSE, it is found that the various branches of MSE are developed with more balance pattern, and they will become more intersection and integration.

        The tacit knowledge transition of person-to-person is the radical contents of tacit knowledge transition, knowledge transition, and knowledge management. There is a soft contract constraint on the process of tacit knowledge transition due to the non-coding monopoly of tacit knowledge, and the honesty deficiency of knowledge subject, it leads to a knowledge transition dilemma, and the traditional initiation method is not the best method resolving this dilemma. The reciprocity motivation is gradually becoming the hot spot of economical research and provides the strong challenge to the postulation about “the rational economical men”. There is natural relation between the knowledge transition model and principal-agent model. The optimium transform for the traditional principal-agent model based on the knowledge transition may be realized by planting the reciprocity motivation. The principal may acquire more knowledge transition value, and then improve the knowledge transition productivity of person-to-person.

        Knowledge and competence is the core of the human capital, it affects the organizational performance ultimately. The narmonious management theory is applied to examine the mechanism of those institutional factors and non-institutional factors acting on knowledge and competence, a human capital management model based on the harmonious management theory is put forward. Research suggests that efficient human capital management should carry through four aspects. Firsty, regulating and optimizing management rule, principle, and activities; secondly, fostering an associability and trust organizational environment; thirdly, coupling optimum mechanism and the mechanism of associability and trust from the angle of whole organization; fourthly, establishing a two-phase self-monitor mechanism.

    Structural equation analysis on the functional mechanism of firm’s all-involvement innovation

        With more and more importance of innovation in the development and management of organizations, more attentions are given to All-Involvement Innovation (AII) of a firm. However, the human side was always viewed as “a dependent variable” of innovation and the environment as “a independent variable” in the most relevant studies. And few attentions are paid to the functional mechanism of AII, which leads to the AII failure in companies. Therefore, a conceptual model including five factors, which are Innovative Environment (IE), Individual Innovation (II), Collective Innovation (CI), AII, and Innovative Performance (IP), were set up. Further questionnaire survey was done; data are collected and analyzed statistically using the Structural Equation Model (SEM) for testing the theoretical hypotheses. The conclusion were drawn that AII cannot be simply seen as the outcomes of the IE. It is the result of the interactions of II, CI, and IE. AII decided on not only IP but also IE. At the same time, the outcomes from the positive study also test such perspectives that IE influences IP indirectly by motivating II and CI. This result was different with the general view of “IE decides directly on IP”.

      Protection of shareholder’s rights is an important issue in the Anglo-Saxon companies which have decentralized shareholding structures, as well as in the Eurasia and East Asia firms featured in centralized shareholding structures and concentrated power in few major shareholders.After comparing the evolution of shareholder protection among different types of companies, it is proven that the role of law is crucial. Under the safeguard of law, the shareholders are able to take part in the corporate governance. In china, the revised corporate law and the reform of the shareholder structure have served as a timely response to the urgent requirement for the stock owership protection, and also consist with the global trend toward the shareholders’ protection.

        The impact of IT capability and information sharing on R&D collaboration is examined, a conceptual model of the relationships between IT capability, the level of information sharing and the direct output, effect and long-term utility of R&D collaboration is provided, the corresponding hypotheses had been put forward on the basis of theoretic analysis. Questionnaire investigation was used in the phase of empirical research. SPSS and AMOS were applied as a date analysis tool and the Structural Equation Model (SEM) was set up. The result has demonstrated that the impact of IT capability on the direct output, the effect and the long-term utility of R&D collaboration appears an increasing tendency. But the impact of information sharing on the three dimensions of R&D collaboration appears a descending tendency, and IT capability also has a positive effect on the information sharing.

    Contract incompleteness directly leads the manufacturer innovative investment to be hung up at the buyer-supplier relation. The parties can make up for this incompleteness to some extent by building into the contract a mechanism for revising the contract as each of them receives symmetric information. when a contract is being used to facilitate the trade between a supplier and a manufacturer who must undertake cost reducing investments, there is generally no possibility to implement the first-best for the supply chain because of hung up problem. Designing a coordinative mechanism, by which the parties can rescind the original contract and write a new one, can stimulate manufacturer to implement the first-best investment and derive an optimal initial contract. Finally, some more detail outcomes are derived from a special model and illustrated by an instance.

        Abstract: Cooperative R&D is one of the important motivation by which strategic alliances are formed between competitors. As a result, it is a meaningful task to measure and evaluate these R&D activities in such alliances. Furthermore, the designing and choosing evaluation methods is the focal point and difficult point of research. The efficiency evaluation of competitive strategic alliances is explored using Data Envelope Analysis (DEA) method, and the affection of such alliances on R&D efficiency in the medicine industry is compared using the Malmquist DEA model. At last, the R&D efficiency level in the present competitive strategic alliances is estimated. Results show that the total research efficiency and industrial technological level can be improved to a large extent through cooperation R&D with competitors. It has an instructive meaning to firms on how they can improve their technology innovation ability.

        A two-period moral hazard model with the sequential investment in the R&D alliance is studied. This moral hazard model is based on the price and cost that are two key factors affecting the R&D value. The governance structures in R&D alliance under exclusive or joint ownership and option contracts are analyzed and compared, the investment decisions of firm A and firm B, and the effect of key parameters on their first-best investment levels are discussed. Finally, it is proved that option contract strictly dominates other ownership structure. The results offer a theoretical explanation why partners in the R&D alliance frequently use contingent ownership structures to govern their relationship, and why their initial arrangement is often modified over the time.

The results show that the labor productivity of 17 sectors increased more or less in 1990-2002, which reflects the fact that the labor productivity level increased wholly. And the labor productivity growth rate was overhead the technology progress rate. From the long-term perspective, the productivity growth rate presents a strong correlation with the technological progress rate; but from the short-term perspective, the productivity change is greatly affected by other factors besides the technological progress in a particular time.

        Entrepreneur network is one of important channels acquiring knowledge and recognizing business opportunity for entrepreneur. Entrepreneur networks are embedded in the social context and affected by the social context. By comparing the evolutionary path difference of entrepreneur networks in the context between endogenous and exogenous clusters, it is found that local entrepreneur network in endogenous cluster is intensive, shows strong openness, and also is full of diverse information. However, entrepreneur network in exogenous cluster is transplanted as foreign firms are entering, and mainly transfers productive knowledge. Moreover, the development path difference of entrepreneur networks induces the difference in entrepreneur cognitive behavior.

        The regional differentiation of Middle and Large sized Euterprise(MLE) technological innovation in China is researched form the angel of input-output. Firstly, wide gap coefficient is applied to analyze the regional differentiation of MLE on the industrial output value of new products, expenditures of technological activities, and the number of scientists and engineers in China as a whole. Then, using panel data, the structural influence of input on output about 30 provincial medium-sized and large-sized enterprises’ technological innovation is thoroughly analyzed, the structural differentiation is found out and the cause is explained. In conclusion, some pertinent measures to improve MLE technological innovation ability for each province are put forward.

        Abstract: S&T polices play a critical role in the constitution of National Innovation System(NIS) and promotion of independent innovation. However, most researches on S&T policies dwell on the descriptive analysis .It is rare to see the quantified research. As a result, it is difficult to evaluate accurately the effect of S&T polices on the technological and economic performance. The S&T polices is tried to quantify. Chinese S&T polices are objectively evaluated by typical econometric models. S&T polices issued by national departments from 1978 to 2006 are collected and a database is built. Among them, 423 S&T policies, most related with innovation, are selected from the database. And then, these polices are quantified and the evolution of Chinese S&T polices is described since 1978. It is found that the coordination of different departments on different policy goals has significant phased. With the high attention paying to S&T policies, the coordination among policies increases rapidly. The reason is that the institutional path dependence and the competition of benefits among different departments have aggravated an unbalanced distribution of the right to influence technology policies during the process of reform. A method introducing policy variable to C-D function is explored and the effect of S&T polices on the performance is discussed. Moreover, the effect of coordination among departments of policy goals on technological and economic performance is discussed.

    By using the empirical method, the missing opportunity to invest in an agricultural research institute in China is analyzed. The fact that the benefits from investing in an agricultural research institute are not immediately apparent is discussed. Instead, it takes an average more than 4 years before real results are achieved. In addition, the growth rates of the crop plantation, animal husbandry, and fishery industry are all different and affect the agricultural GDP differently. Therefore, the advice of policies and strategies on the research investment proportion and the dirtction of the agricultural industries are offered.

    Abstract: Theories on knowledge management and research results on the relationship between knowledge management and new product development performance are reviewed, and then the conceptual model for assessing the correlation between organizational factors and knowledge management on new product development performance is developed on the basis of various hypothesis. Aviation enterprises and scientific research institutions were selected for a questionnaire survey and evaluated. The verification results indicate that all the knowledge management method aspects and organizational factor aspects have a significant effect on new product development performance. Organizational structure and culture factors have significant effect on the knowledge management. But IT factor do not affect the knowledge management obviously. The main reason for this is the inconvenievut use of IT tools. The statistics results can provide some valuable hints for aviation enterprises and scientific research institutions to implement knowledge management.

    As the process of economy globalization, science and technology globalization is lso speeding up, the German education and research strength is facing severe challenges. In order to enhance the competitiveness of German education and research institutions, the German government conducted a series of reforms at the universities and research institutions and implemented international scientific assessments and thus drove the reforms at these organizations and the development of German education and research. The German organizational system of science assessment, the principles and procedures of science assessment, the main scientific assessment standards, and the practical experience of assessment are dealt with. The enlightenment from the German assessment experience for Chinese scientific and technical assessment practice is put forward.

    Scientific and technological intermediary can boost the trans for mation from science and technology into productivity. A right, objective, and scientific evaluation can raise the competitiveness of science and technology and develop evaluation for scientific and technological intermediary fast. The competitiveness of scientific and technological intermediary organizations is studied from the two parts, such as operation and method, evaluation principles are put out, the evaluating index system is built and a three-tier BP net model for the competitiveness evaluation of scientific and technological intermediary organizations is applied.
