A new cross model based on the frontier research and translational research

Abstract: In the recent years, with the continual innovation on organization pattern of scientific activities, some new concepts like frontier research and translational research have been introduced. Based on the analysis of above concepts and their connotations, the correction to the Pasteur’s quadrant model is put forward, and the position problem involving the each unit of the State Innovation System is proceded with the new model.
