Abstract: As the process of economy globalization, science and technology globalization is lso speeding up, the German education and research strength is facing severe challenges. In order to enhance the competitiveness of German education and research institutions, the German government conducted a series of reforms at the universities and research institutions and implemented international scientific assessments and thus drove the reforms at these organizations and the development of German education and research. The German organizational system of science assessment, the principles and procedures of science assessment, the main scientific assessment standards, and the practical experience of assessment are dealt with. The enlightenment from the German assessment experience for Chinese scientific and technical assessment practice is put forward.
