    Abstract: While the implement of major sciense and technology programs brings out a new challenge for the practice of innovative governance, the techniques and ideas of modularity innovation can provide an improtant referrence for the practice. The techniques and measures applied to the process of defense acquisition in U.S are analyzed. with the view of modularity innovation management and the enlightening role of standard in the design of modularity and knowledge manangement is put forward. The performance machanism of techniques is discussed, such as Work Breakdown Structure(WBS), parallel decision-making model, and stage-gate control, etc. acted on the process of modularity innovation. Finally, a design model for the whole process of the innovative governance in the defense acquisition.

    Abstract: With the money increasingly throwing into information technology, researchers and businesses begin to pay more attention to the value of information technology investment. Researches have shown that information technology investment has not lead to higher firm performance, there is a so-called “productivity paradox” problem. Among all factors which may effect realization of information technology investment value, human capital is one of key factors. Information technology investment value should match with high quality human capital. The complementary between information technology capital and human capital may affect firm performance. Based on the complementary theory, the listed company financial data are employed to examine impact of information capital, human capital, and their complementary on the firm performance.     Abstract: Based on the triple helix theory, starting from the concept of Triple Helix Interface Organization (THIO), structural forms of bilateral THIO and trilateral THIO are presented. Moreover, the essence of innovation and the features of organization structure of THIO are explored, the impact of THIO on innovation mechanism are specitically analyzed from several aspects, namely, attributes of carrier and centre, function of coordination, digestion of conflict relationship, decision-making for cooperative solution, and latent function.

    Abstract: In order to talce into account both veracity and covering square of the holographic syntax rule, using a hierarchical model for knowledge expression and a combination of constants and variables for signing its characteristics, a kind of combinatorial matching model of correlated objects is induced. In allusion to the “combination blown-out” problem involving the model in rule matching search, a hierarchical intelligence search method based on decoupling the correlated objects is put forward. According to this method, at first, the data which do not satisfy the correlation constraints will be removed by the “closed-loop elimination method” and then only a simple sequential search needed for obtaining the problem solution. This method may avoid from any backtracking, and the time and space consumed by search are greatly reduced.

    Abstract: Confronting with the fierce market competiton, more and more organizations choose technology alliance to improve their whole knowledge stock and enterprise competitive strength, since knowledge transfer in technology alliances is an important way for organizations to learn and acquire external knowledge. The first hand date of the technology alliance of 9AF combined cycle unit D10 steam turbine between Harbin Turbine Company and General Electric Company were obtained by visiting Harbin Turbine Company. By analyzing the above technology alliance case, how to recognize influential factors of knowledge transfer effectiveness is validated. The result of the empirical research and case study shows that smooth implementation of knowledge transfer process directly and positively affects effectiveness of knowledge transfer; knowledge input sources, knowledge context applicability, and knowledge transfer means affect knowledge transfer positively through actively impact implementation process of knowledge transfer; information symmetry among technology partners positively relates to knowledge identifying ability; the disseminative capability of knowledge sender and the absorptive capability of knowledge receiver directly and significantly affect knowledge transfer context applicability. It is visually revealed how these influencing factors of technology alliance impact effectiveness of knowledge transfer through empirical research and technology alliance case analysis on the basis of theoretical study. The result helps corporations understanding and applying these theoretical research conclusions and is useful to enterprise R&D staffs and scientific research managers for improving knowledge transfer effectiveness and organizational learning ability.

    Abstract: Considering the deficiencies in the recent researches on financial crisis prediction, firstly, financial crisis prediction of listed companies was divided into short-term financial crisis prediction and long-term financial crisis prediction by using the data of semi-annual financial reports or annual financial reports in the research process, and then using the method of logistic model combining with step by step regression analysis, the prediction was researched. In short-term study of financial crisis prediction, the model built by the data from the first quarter financial reports will be more timely and effective than that from semi-annual financial reports through comparative researching. In long-term study of financial crisis prediction, in order to build an effective long-term financial crisis prediction model ,non-financial indicators which have important economics meaning should be considered according to the results of empirical research after introducing the indicators that reflect actual growth deviation extent from sustainable growth.     Abstract: The bounded rationality of individual decision maker is extended to the team situation, and three type mechanisms of Top Management Team(TMT) bounded rationality are concluded on the basis of upper echelons perspective. A TMT character analysis model is developed using the loop of system dynamics. This model can explain the reason for specific purpose investment weakening of corporation in China based on the view of TMT combination character and relevant scenario.

    Abstract: On the basis of dynamic trust theory, a staggered theoretic model which describes the dynamic collaboration trust in supply chain from the point of collaboration relationship is proposed, the dynamic dissimilar effect of specific asset investment on collaboration trust and cooperation intention in differential phase are studied. Forty three supply chain companies in different fields are chosen as the objects of experimental research and the sample data of 318 actual members are finally collected. Factor analysis and structural equation modeling are implemented to validate the hypothesized relationship between specific asset investment, supply chain collaboration trust, and cooperation intention in the theoretic model.

    Abstract: The problem involving how member diversity impacts on team ptformance is under debate. The purpose of this study was to explore the differential impact of general diversity (demographic), expertise diversity (education, work experience), and a mediating variable (Transactive Memory System (TMS)) on team performance. Hypotheses were tested with a sample of 65 high-tech work teams in China. Results of path analysis showed that TMS plays the medium role in expertise diversity and team performance, while general diversity directly impacted on the team performance. TMS was significantly and positively associated with team performance.

    Abstract: How to implement co-opetition strategy has been considered as the key to acquire competitive advantage. Although scholars believe that co-opetition strategy could enhance firms’ performance, little empirical evidence has been given out. Through a valid survey of 116 Chongqing enterprises in alliance with rivals, by using structural equation model, whether and how co-opetition strategy has affected firms’ technological innovation activities is analyzed. It is claimed that co-opetition strategy could significantly enhance firms’ technological innovation performance and that “cooperative innovation” could significantly improve a firm’s technological innovation performance, whereas the stimulus of competition between partners has not been proved to be remarkable. A further regression analysis uncovered the reason that in the context of a transitional economy, the market competition mechanism behind state-owned enterprises has not stimulated innovation activity efficiently. The results provided empirical evidence and suggestions for improving firms’ technological innovation capability through implementation of co-opetition strategy during the transitional period.

    Abstract: In the era of knowledge-based economy, the intellectual capital that becomes strategically important resource has replaced the traditional factors of production. How does the intellectual capital affect the performance of Small and Medium-sized Enterprises(SMEs)? The concept model that indicats the relationship between intellectual capital and the performance of SMEs is brough up. Through a questionnaire survey and data collection, a comprehensive study on the effect of the intellectual capital on SME market capacity, technological innovation ability, and financial performance is made. At the same time, the effect of the relevance of intellectual capital elements on the corporation performance is analyzed and related conclusions are obtained.

        Abstract: With the advent of knowledge economy, it’s important to create and utilize the knowledge effectively. However, current research on knowledge creation most was mostly based on individual and team level, focused more on antecedents of knowledge creation, its outcome based on organizational level is quite rare. Based on samples of Beijing and Guangzhou enterprises, the predicting effect of knowledge creation on the organizational performance is explored. Results reveal that besides knowledge creation has a direct and significant impact on the technological innovation, knowledge creation can also influence core competence through technological innovation, but technological innovation influence organization performance only through core competence. Technological innovation takes a partially mediating role between knowledge creation and core competence, and core competence takes a fully mediating role between technological innovation and organization performance.

    Abstract: The panel data of 1999-2006 years are used to analyze the FDI technology spillover to the manufacture industry in Jiangsu province. The results indicate that in the static model and dynamic model, the horizontal spillover effect changes from negative to positive, and from insignificant to significant; it shows that the crowding-out effect is not been found. FDI forward spillover is insignificant and backward spillover is positive and significant. The backward spillover is more important way comparing with the horizontal spillover. The capital and the labor force are all the important factors to promote the output. The capital’s effects on output are embodied in the increasing demand incurred by the investment.

    Abstract: The utility function of town inhabitant is simulated, though cointegration and error correction model based on disposable income, expenditure, and CPI for recent twenty years; the variationof town inhabitant’s welfare level is measured, by the equivalent variation & compensating variation and variation of consumer’s surplus, when the rising of CPI and the increasing of disposable income. Not only the welfare of town inhabitant is quantified, but also some important conclusions is found: even though the rising of CPI only reduces town inhabitant’s welfare, the increasing of disposable income still improves town inhabitant’s welfare. In conclusion, the welfare of town inhabitantin 2007 is better than in 2006.

    Abstract: Discipline evaluation is an important way to construct and manage the disciplines of colleges. Begining with the definition of meta-evaluation, the oversea meta-evaluation checklist is improved. Then an empirical study of discipline evaluation is presented. Based on the example of key discipline evaluation of Hebei province, the evaluation activity is judged from “utility of evaluation program”, “feasibility of evaluation program”, “propriety of evaluation process”, and “accuracy of evaluation outcome” through data collection and processing.     Abstract: Based on a sample of 489 employees, the Meyer and Allen’s three-component model of organizational commitment was assessed; the criterion-related validity and the construct validity were tested. Results showed that the discriminate validity and the convergent validity of the scale are not acceptable. And the average of the three commitment is not same when comparing with other studies.

    Abstract: Project Monitoring & Evaluation(M&E) implement is an important instrument to ensure the project implementation and to achieve the project’s strategic objective. The M&E practice of World Bank’s projects in China is introduced; it includes in-depth analysis of the World Bank’s project cycle, toolkit of M&E, management of M&E as well as the use of evaluation results. Considering the urgent need to improve the Chinese R&D management system and to tackle the challenge and difficulty in the M&E process of mega projects of science research for national medium and long term programme of S&T development (2006-2020), some suggestions are provided on the basis of the lessons leaned from World Bank’s M&E practice.

    Abstract: Based on the literature review the employees’ growth by turnover is analyzed. The data were acquired through in-depth interview and questionnaires. The methods of EFA, CFA and One-Sample T Test were used. Three issues were revealed: (1) Job transfer has growth effect. The fact that job transfer will promote employees’ development was statistic significance. (2)The structure of employees’ growth by turnover had seven parallel components. The seven components were named as the match between job and ability, the innovative ability, social ability, vocational ability, self-cognition, individual achievement, and remuneration. (3)The questionnaires that were made in this study had suitable reliability and are high validity.
