The technological innovation mode selection of Chinese new and high-techenterprises based on evolutionary game
    Dai Yuanyuan, Mei Qiang
    2013, 34(1): 2-10.
    Abstract ( 2261 )   PDF (1189KB) ( 3366 )
In order to investigate the inner mechanism of technological innovation mode selection for new and high-tech enterprises, a game model of new and high-tech enterprises' technological innovation mode selection is constructed and the evolution dynamic stability of strategy selection is analyzed with the help of evolutionary economics. Through a numerical simulation, it shows the impact of different decision parameters and initial conditions on the results evolution. The conclusions reveal that the evolution system of technological innovation mode selection for new and high-tech enterprises converges to two types of patterns; one is ideal status, while the other is a poor "lock in" status. By adjusting the decision parameters, it makes enterprises be free from the poor "lock in" condition and lead them to evolve towards an expected direction.

The innovation efficiency of industry-university-research institutioncollaboration and its influence factors
    Xiao Dingding, Zhu Guilong
    2013, 34(1): 11-18.
    Abstract ( 8727 )   PDF (1072KB) ( 3582 )
Based on the panel data of the Industry-University-Research institution Collaboration (IURC) in Guangdong Province from 2005 to 2009, the innovation efficiency of 260 companies is empirically evaluated using the stochastic frontier model, and the key factors influencing IURC efficiency are researched from the system perspective. The results show that the cooperative innovation efficiency in the sample period is still low but is steadily increasing; the influence effect and path are diverse among key-factors in the system. Entrepreneurship, external technology dependency, and government subsidy have a significantly positive effect on IURC efficiency, among them government subsidy has a long-acting effect on it; the cooperation pattern shows a significant negative impact on IURC efficiency, while export orientation has a higher non-efficiency impact degree. The impact of industry differences on IURC efficiency is unable to pass the significance test. Finally, the limitations and future directions are discussed according to the related theory and practice.

Xing Rui, Wang Guohong, Tang Liyan
    2013, 34(1): 19-27.
    Abstract ( 2316 )   PDF (1774KB) ( 3043 )
The industry integrative innovation is an important way to strengthen regional resource integration and industrial upgrading. The key factors of industry integrative innovation are analyzed based on the system theory, and the main feedback processes of the system are revealed by building a causal model of industry integrative innovation's support system. On the basis of that, a system dynamics model for the support system of industry integrative innovation is developed and a simulation is also carried out based on the industry data of eight typical high-tech zones in China. The results show that the regional culture of innovation plays a very important role in the development promotion of industry integrative innovation capability, however the pure increase of investment in enterprises or research institutions can not bring significant improvement of regional industry integrative innovation performance.

    2013, 34(1): 28-36.
    Abstract ( 2272 )   PDF (1049KB) ( 3109 )
By collecting data related to industry-university-research institution cooperation, FDI, and innovation, using static and dynamic spatial panel econometric models, the industry-university-research institution cooperation inside spillover, FDI outside spillover, and space spillover effects about 30 provinces regional innovation in China during the period of 1998-2008 is investigated based on the geographical and socio-economic features. Results indicate that with space spillover effects, both geographical and socio-economic features have significantly positive spillover effects on regional innovation, and the geographical features have the greater impact; with the geographical features, geographical distance has bigger impact than that of space adjacent; while with the socio-economic features, the information dissemination has bigger impact than that of human capital. FDI technology spillover effect is positive in the short term, however not in the long term. The inside spillover effect of industry-university-research institution cooperation is insignificant or even significantly negative in both short and long terms. External environment has a significantly positive effect on innovative spillover. Based on that, the policy implications for effectively enhancing regional innovation capability are put forward.

    Wang Hao
    2013, 34(1): 37-45.
    Abstract ( 2051 )   PDF (1615KB) ( 3294 )
The feature of combined technology coverage and wide products applications decides the trend of innovative cyberizing of photonic industry, and its construction and evolution mechanism is to be explored. By taking Berlin-Brandenburg photonic cluster in Germany as example, and by means of partial method of complex network, it is argued that the technological background, research power, and net fabricator play an important role in the construction and evolution of the network. The construction of innovation network is decided by the features of technology and industry, while the density of network would maintain stable after certain increase of network density. The driving force of network evolution from initial fabricators matching turns to ultimate auto-cooperation within member knots.

    Yu Yongzen, Liu Dayong
    2013, 34(1): 46-54.
    Abstract ( 2388 )   PDF (1059KB) ( 3509 )
The relationship between innovation essential factor cluster and the technological innovation efficiency in China is analyzed by spatial econometrics of panel data, and main bodies are divided into scientific research institutions, universities, and enterprises. The result of empirical study shows that there is an obvious spatial autocorrelation in the efficiency of China's technological innovation. Innovation essential factor cluster has a negative impact on research institutions' innovation efficiency, an insignificant effect on universities; however the affect is positive for the enterprises. Research institutions and universities innovation essential factor agglomeration is indistinct for the innovation efficiency of spatial spillover effect, and enterprise innovation essential factor agglomeration is obvious for the innovation efficiency of the spatial spillover effect, however the effect is significantly decreased when the distance more than 800 km; government support for the innovative efficiency effect of each innovation main body is indistinct, and even has a side effect.

Chen Fang, Mu Rongping, Song Hefa
    2013, 34(1): 55-62.
    Abstract ( 2337 )   PDF (1035KB) ( 3128 )
In the beginning of 2006, the Plan Outline of National Middle-Long Term Development on Science and Technology (2006-2020) is putting forward; it mentions that building Science and Technology Infrastructure and Platform (STIP) should be enhanced. And then Chinese government enacts a set of related supporting policies and performing regulations concerning with STIP. By using policy analysis method and statistical data, the correlativity between supporting policies and performing regulations concerning with STIP is systematically analyzed. The results show that there is a relatively sound policy system for STIP, and currently most performing regulations are able to better support the supporting polices. However, there are some inconsistent between supporting policies and performing regulations and the repeat resource allocation for some platforms building. In order to enhance Chinese innovation fundamental capacity, some advices are put forward, namely, to perfect the relevant boundary and the type of STIP as soon as possible, to merge some platforms with the similar functions, to refine performing regulations, to strengthen coordination mechanism between investment and operation of some platforms.

    Meng Qi
    2013, 34(1): 63-69.
    Abstract ( 2243 )   PDF (931KB) ( 3227 )
Participating in international vertical division of labour is able to improve the technological content of export products, the fact has been proven by the practices in China, but whether or not it could improve the domestic technological contents of Chinese export products is still debatable. By using the data of Chinese manufacturing industry between 2001 and 2010, the domestic technological contents of Chinese exports products are calculated. It is found that the level of domestic technology of Chinese export products is continuously increasing, but it is different for different industries. The level for traditional capital-intensive industries is higher; the performance of high-tech industry is quite poor. The impact factors of domestic technological contents for Chinese export products are studied, it is found that the impact of vertical specialization is quite small, mainly affecting by the R&D investment. Therefore, the independent innovation should be strengthened, at the same time improving the imports of high-tech content products.

Cao Jian, Wu Xiaobo, Zhou Gengui
    2013, 34(1): 108-115.
    Abstract ( 2289 )   PDF (1141KB) ( 3589 )
Green operation of enterprises is a major way to achieve the social sustainable development. The main purpose of the research is to solve the problem of the limited motivation for implementing enterprise green strategy under current domestic circumstance. By using the evolutionary game theory, the evolution of enterprises operation mode with free market mechanism is discussed, and the role playing by government for facilitating the diffusion of green operation mode is analyzed. The results manifest that it is difficult to make all enterprises apply green operation mode with free market mechanism in developing regions, and government regulations are extremely important. With the case analysis, from the micro-operational view, the supervision and incentives of government as well as its adjustable strategies are proposed. From the mesoscopic policies view, certain government measures, for example increasing the regulation intensity to the leading enterprise, taking full advantage of public monitoring, and regulating existent green business certification systems, are given. The results help Chinese modern manufacturing enterprises to develop, as well as the government sustainable development policies to implement.

The governance structure of corporations and sales performancein the context of shrinking economy
    Liu Shilan
    2013, 34(1): 116-123.
    Abstract ( 1957 )   PDF (933KB) ( 2852 )
Many scholars at home and aboard conduct large amount of researches on the relationship between corporation governance and firm performance; however, the research involving the relationship between corporation governance and sales performance is rather rare. The whole sales performance is regarded as a multi-dimension construct, including profit rate of sales, growth rate of sales, and the rate of expenses to sales. The effects of governance structures on the whole sales performance are empirically studied using data from listed IT industry during the economic crisis period. Some new conclusions are found as follows: firstly, the general manager who is concurrently held by the chairman of the board is positively related to the whole sales performance, profit rate of sales, and growth rate of sales. Secondly, the ratio of holding stock by large stakeholders is negatively related to the rate of expenses to sales. The above conclusions disclose that the market is able to automatically moderate the conflicts between the board of directors and managers in the context of the shrinking economies, and it provides the enlightment for the IT companies to improve internal governance of corporations.

    2013, 34(1): 131-139,146.
    Abstract ( 1962 )   PDF (2334KB) ( 3243 )
A firm network behavior analysis framework is proposed from the resource-oriented perspective;the power distribution rules are applied to the regulations simulation of firm network behaviors, and a multi-agent simulation model on the network evolution of SMEs cluster is constructed. The results show that (1) the network structure of SMEs cluster is determined by the common network behavior. (2) With the network evolution of SMEs cluster, the disequilibrium of firm power distribution will be deteriorated, however the appearance of dominant firms is not inevitable. (3) The long term trajectory of evolution for SMEs cluster is irrelevant with the initial structure of the cluster, and it is destined to format subgroups during the evolution;(4) The network evolution of SMEs cluster is an alternate process of self-organizing and self-chaos, the determinants of system stability are firm behaviors and the duration of evolution.

The model and empirical analysis of knowledge spillover effects in hi-tech industry clusters
    Huang Zhiqi
    2013, 34(1): 154-162.
    Abstract ( 1961 )   PDF (1115KB) ( 3092 )
Knowledge spillover is a prominent phenomenon of hi-tech industrial clusters. From the perspective of spin-off companies, a data model, which mainly includes key elements, such as knowledge spillover, knowledge loss, R&D, and knowledge acquisition, is built to carry out a dynamic analysis. Based on the dynamic panel data model, an empirical analysis is conducted to analyze the effect and difference between R&D and knowledge spillover by using the estimation method of System GMM. The result of the analysis shows that although R&D exerts a remarkable regional difference and time delay effect on the innovation ability of industrial cluster, and a negative effect of knowledge spillovers i.e. corporate knowledge loss will appear in the hi-tech industry cluster within the short term; if enterprises continue to increase their investment in R&D, the accumulative effect of knowledge spillover will arise, there would be a long term effect of knowledge spillover, that is, the total amount of knowledge will increase inside the cluster, and each enterprise is able to have the opportunity to get and utilize more external knowledge, thus a virtuous circle of knowledge generation and upgrade will be formed in the hi-tech industrial cluster.
