Abstract: The relationship between innovation essential factor cluster and the technological innovation efficiency in China is analyzed by spatial econometrics of panel data, and main bodies are divided into scientific research institutions, universities, and enterprises. The result of empirical study shows that there is an obvious spatial autocorrelation in the efficiency of China's technological innovation. Innovation essential factor cluster has a negative impact on research institutions' innovation efficiency, an insignificant effect on universities; however the affect is positive for the enterprises. Research institutions and universities innovation essential factor agglomeration is indistinct for the innovation efficiency of spatial spillover effect, and enterprise innovation essential factor agglomeration is obvious for the innovation efficiency of the spatial spillover effect, however the effect is significantly decreased when the distance more than 800 km; government support for the innovative efficiency effect of each innovation main body is indistinct, and even has a side effect.
