The inside, outside, and space spillover effects of regional innovation

Abstract: By collecting data related to industry-university-research institution cooperation, FDI, and innovation, using static and dynamic spatial panel econometric models, the industry-university-research institution cooperation inside spillover, FDI outside spillover, and space spillover effects about 30 provinces regional innovation in China during the period of 1998-2008 is investigated based on the geographical and socio-economic features. Results indicate that with space spillover effects, both geographical and socio-economic features have significantly positive spillover effects on regional innovation, and the geographical features have the greater impact; with the geographical features, geographical distance has bigger impact than that of space adjacent; while with the socio-economic features, the information dissemination has bigger impact than that of human capital. FDI technology spillover effect is positive in the short term, however not in the long term. The inside spillover effect of industry-university-research institution cooperation is insignificant or even significantly negative in both short and long terms. External environment has a significantly positive effect on innovative spillover. Based on that, the policy implications for effectively enhancing regional innovation capability are put forward.
