    This paper focuses on the problem how to keep away from the dilemma through effective innovation management and good collocation of innovation resources. This paper considers that open innovation can reduce the uncertainty of technology and market. In the open innovation paradigm technology innovations are based on multi-beneficiaries. It will be more reasonable that we substitute total innovation investments for R&D investments to measure the level of technology innovation.

    The mutual promotion relationship between the enterprise cluster's evolution and the innovation is not everlasting. There are some innovation barriers in the process of the enterprise cluster's evolution. "Condition reliance" attribute of enterprise cluster becomes the natural barrier to innovation at the emerging stage; the new diamond model will produce the postnatal shortage of clusters to innovation. And the enterprise cluster's life-cycle outlines the change of innovation power during the whole process of its evolution. In addition, two ways to continue cluster's course are provided.

    Technological innovation takes place everyday, and today technological innovation has almost become a cosmopolitan issue. But what on earth brings about tech-innovations? Why some tech-innovations succeed while some fail? This paper attempts to tackle these issues from the visual angle of evolutionism. This paper holds that the emergence of technological innovation is due to the interaction of its underlying factors such as knowledge, information and intelligence, plus the co-evolutionary process of market, humanity, society, and social system. Tech-innovation owes its success to the selection of the market; on the contrary, the failure of tech-innovation is its failure to be selected by the market.

    A study on the model of innovative culture evaluating construction of scientific

    Incorporated the case study and literature, the paper constructed a two-order factor model of innovative culture evaluating construction. One-order contained nine factors:work environment, condition, encouragement system, development of institute, leadership behavior, values, self-confidence, consciousness of collaboration, innovative atmosphere. Two-order constructed of three factors: environment and condition, system and behavior, values and beliefs. Questionnaire survey on the internet inquired 5678 subjects who came from 81 research institutes of Chinese Academy of Sciences. The findings indicated the statistic data supported the innovative culture evaluating construction, the fit indices were perfect. Both reliability and validity of the innovative culture questionnaire achieved the requirement of psychometrics. This model got the actual value for CAS to evaluated the innovative culture construction,it also could be used as the guideline of innovative culture evaluating construction in other research institutes.

    Research on path-dependence and path-creation of technology innovation

    In this paper, we first analyze the path-dependence and the path-creation of technology innovation, and clarify the fact that the path-creation present potential innovation power in contrast to the path-dependence which will lead to the inefficiency of technology innovation. Then, we propose the thesis of the transformation of technology innovation from path-dependence to path-creation and define two ways based on the different types of technology innovation. Next, we describe technology innovation has the characteristic of complex adaptive system and present the transformational hypothesis based on the CAS theory. Finally, we prove the hypothesis through case study and CAS theory.

The paper puts forward a mode of knowledge supply chain(KSC), and that solves the problem of inefficiency, nonstandard, and difficult communication in cooperation. It also designs the conception model of KSC, makes a mode of KSC promoting cooperative knowledge innovation, divides two stages to explain and describe the whole process, and provides a kind of method for enterprise cooperative knowledge innovation to create and apply KSC.

The theories and practices of strategy management will get helpful supplement and expansion. Enterprises can establish competitive strategy based on firm specific environment.     Until now researches on the corporate strategic change have become very mature. However, these researches seldom can be seen in domestic. Even if exist, these researches mostly are qualitative. The authors contend that reason lies in absence of the definition and measurement methodology repertory. From the beginning of definition of strategy, the authors discuss what the strategic change should comprise. Based on these, the authors induce the four perspectives and four measurement methods. At last, the authors put forward with the special utilization of strategic change measurement in China.

    The Triple Helix Model emphasizes the "university-industry-government" relations in the increasingly knowledge-based economy. The model argues that the universities should currently tale more advanced tasks in the economy and innovation. It also encourages improving the knowledge development and knowledge capitalization through "university-industry-government" cooperation. This article briefly reviews the primary context and main dimensions of this model, and then introduces relative domestic research as well as practices. The article reminds that the Triple Helix Model was brought forward under the background of developed country and high technology. Therefore it should be assimilated and adopted carefully when being applied in the innovation and practice of China.

Firstly, life cycle of software project bidding and main risk factors existing in the each stage of the life cycle are introduced. Secondly, risk avoidance measures corresponding to the risk factors are analyzed. At last, basic decision procedure of risk avoidance in software project bidding and an example are presented.

    The existence of uncertainty and complexity makes the management of innovation projects a tough work. This article analyzes four types of uncertainty: deviation, foreseeable uncertainty, unforeseeable uncertainty, and chaos; discusses the management methods accordingly. Combined uncertainty with complexity, the innovation projects could be managed by two methods: learning and selectionism. Through cased study, we analyze how to use all these methods in different kinds of projects and in different stages of the projects.

    According to the basic theory of comparative de-link and re-link, this paper proposes a conceptual model of comparative de-link and re-link relationship and a empirical study is done on the responsive relations between Chinese economy development and energy consumption. The weak de-link relationship and an expensive re-link tendency between economy and energy are identified and some major problems and key factors are discussed accordingly. Potential crisis faced by China in the near future is forecasted and some conclusions are made in the end.
