    In this study, based on analyzing the characteristics and concept of circular industry, a reasonable index on the development ability of circular industry is proposed. In allusion to the index system, a hybrid index hierarchy fuzzy assessment support system and the corresponding assessing standards are developed. Based on the above results, a case study focusing on dynamic change about the development ability of circular industry is carried out in Jiangsu province from the 1998 until 2003. Finally, some basic measures for enhancing the development ability of circular industry are suggested.

    As the development of manufacturing industries is the key impetus of the Beijing economy development, so we clarify the comprehensive competence of each industry that belongs to Beijing manufacturing industries, on the purpose of estimating and selecting primary industries for cultivating and developing them preferentially. Therefore, this paper applies a principal components analysis to assess the comprehensive competence ability of each industry which belongs to Beijing manufacturing industries in terms of the industries expenditure of science & technology, the industries technology innovation ability, industries economy creative ability, industries contribution ability to society and industries energy consumption ability.

    Scale efficiency analysis of institutions using DEA models

    The profit-maximization is always the main target for enterprises. For those not-for-profit organizations, such as public sectors and research institutions, although profit is not the key objective, it is still important for decision makers to know its scale-efficiency in order to maximize the utility of limited resources. DEA is a non-parametric method to measure relative efficiency of Decision Making Units (DMUs) with multiple inputs and multiple outputs. And DEA provides information about scale efficiency changing, especially for those not-for-profit institutions. In this paper, new DEA models are presented in which some limitations of standard DEA models have been overcome and decision makers' value judgment can be adopted more directly. The results for scale efficiency of research groups of one research institute are presented as a case study.

    With the initial establishment of the market economic system in China, non-profit national S&T institutes are enjoying more and more resources as they play an increasingly important role in science and technology development. By using the two economic managerial methods of expenditure budget control and performance evaluation, S&T administrators could have effectiveness of various kinds of economic management in the institutions, improve the efficiency and returns of their economic resources and raise their comprehensive managerial level. In addition, the methods could help them further perfect their input and output system so as to maintain an innovation and development momentum. The authors make discussions and offer suggestions on the two economic levels.

    Exclusively foreign-owned investment attracted more and more attention in academia and industry, even government. This paper defines and explains the concept, trend and influence of exclusively foreign-owned investment. In addition, the authors build C-R model to analyze the reason of exclusively foreign-owned investment and think that exclusively foreign-owned investment and Sino-foreign joint venture will grow together. Finally, this paper puts forward some advices to deal with the trend of exclusively foreign-owned investment.

    The agglomeration of high-tech industry is one of the hot issues in the field of management research in recent years. Using Shenzhen as a case study, this paper finds that government can play a critical role in accelerating high-tech industry agglomeration by way of encouraging investment, increasing return on capital, building attractive environment, and providing or improving various public services. We also find that government functions should vary in different development stages. The three types of governance modes in the literature are: market-leading type, government-leading type and mixed type. We suggest in the paper the government- leading type adapt to the early industrial development, and the mixed type more adapt to the development of industry cluster.

    Increased with the scale and investment intensity of modern science and technology, the lead innovator's income is influenced much more by the behavior of the imitator. The intellectual property right mechanism must be introduced to regulate innovating and imitating in the modern innovative competition. In this paper, different factors which influence the size and the speed of innovators to obtain their incomes are analyzed, and it can be drawn that enterprises in any scale should pay attention to protect their own technology by using intellectual property right. What's more, the competition advantage of innovator and imitator in the cost, risk and income of invention and innovation has also been studied respectively.

    Based on a literature review of 4612 journal articles from 2000 to 2004, this study depicted the trends of Intellectual Property (IP)research of mainland China. Statistics showed that there was a misbalance in production style, geographical distribution, research subjects, disciplinary preference and adoption of research methodology. We concluded that despite a widespread interest in IP research in mainland China, there is still a gap between the research status quo and the trend of international IP studies. A more balanced research scenario could be developed with more emphasis on empirical studies with synthetically approaches.

    Path analysis on influencing factors of knowledge transfer in horizontal M&A of iron and steel industry

    The authors of this paper survey horizontal M&A cases from iron and steel industry in southwestern China to explore relationships between initial factors, preparative and implementation process, performance of knowledge transfer through path analysis method. The results show that initial factors about knowledge of the acquiring corporation and the counterpart have not any significant impact on levels, implementation and performance of knowledge transfer during horizontal M&A, but they have positive impact on motivation of M&A and have mutual complementary relationships. The initial factors about knowledge of the acquiring corporation have not any significant impact on devotion . the motivation of M&A has positive impact on levels and devotion of knowledge transfer .The levels of knowledge transfer only has positive impact on implementation process and the same with devotion of knowledge transfer on implementation process and performance,the implementation of knowledge transfer has positive impact on performance .Finally the authors put forward some suggestions.

    Based on the data from 1991 to 2003 released by the China Statistical Bureau, applied general Cobb-Douglas productivity function, this article takes empirical analysis on the relationship between science and technology investment and economic effect. The results show: science and technology investment not only brings about the present economic growth but also has retardation influence, and the retardation influence is only two years. its short behavior is very distinct. It is needed to not only pay attention to the gross but also to the structure and equipment and efficiency of the science and technology investment.

    The imperative task faced nongovernmental enterprises is how to improve their competitive advantage. On this question, extant researches often focus on macro and middle perspectives such as institution system and industry, rarely on micro firm-level perspective. Based on the resource-based theory of the firm, this research examined evolutionary path of Zhejiang nongovernmental manufacturing enterprises' resource bundle. The paper concludes with suggestions for nongovernmental enterprises to improve their competitive advantage by strengthening their resources and capabilities.

    A synthesized theory model which describes the relationships between supply chain collaboration trust and institution-based trust is proposed. Fifty six companies with different scales in different fields are chosen to be the objects of experimental research and a sample data of 327 actual members is collected. With software of SPSS11.0 and AMOS4.0, exploratory factor analysis and confirmatory factor analysis are implemented to validate hypothesizes which are put forward in model. The result shows institution-based trust including perceived effectiveness of monitoring, perceived effectiveness of feedback, perceived effectiveness of accreditation, perceived effectiveness of legal bonds, perceived effectiveness of cooperative norms has positive differential effect on supply chain cooperation trust.

    The thesis draws lessons from thought and method of financial option pricing model, through setting up flexible model for valuation the value of R&D upgrading, has obtained analytic formula and optimal investment criteria. Through numerical analysis the thesis finds one conclusion contrary to tradition, R&D upgrade investment options worth has positive relationship with risk interest rate and fluctuation rate, but negative relationship with the rate of loss delaying. The thesis has carried on the detailed explanation to this kind of result afterwards, then analyzed the reason for forming the traditional conclusion. The thesis explains investment decision of R&D upgrading through case analysis finally.

    Time is the primary factor to the outcome of R&D project, so the client usually setup incentive mechanism to insure the project being completed on schedule, but there is no expert study on the optimization of incentive mechanism itself. In this paper, we define the conception of incentive mechanism, introduce incentive mechanism and flexible resource constraint to traditional resource constrained project scheduling problem to formulate incentive mechanism optimization model of R&D project from both sides of the contract. By solving the model we can obtain the optimal incentive intensity to given dead date. Both sides of the contract can attain maximal income under the schedule with the optimal incentive intensity. Ultimately, the outcomes of the paper are illustrated by an instance.

    There are two viewpoints about ERP (Enterprise Resource Planning) implement in a corporation. The first viewpoint insists that the corporation must completely accept the standard management model offered by the ERP system|the other, which contradicts the first one, insists that the ERP system should be adapt to the handwork process. This paper considers that these methods will result in the puzzle of simulating handwork process and passively adapting systems. Therefore, we propose a new idea: the implement of ERP should start from strategy, by using the business process reengineering, adapt the organization and culture, reengineer the key business process, and build the ERP system consisting with the strategy, organization, culture and process.

    Failure science is a new branch in management idea. Because the deep pit project failure is normally in practice and the soil is more complex than the upper structure, the failure science is suitable to it. By dint of many failing projects, the failure knowledge becomes scientific technological information, and factors of risk cause can be studied. Then the place and roles of probably failure and risk cause factors are determined. So the failure can be avoided. For any failure projects, there must be some reasons of management. In this paper, a case is studied by failure cause tree analyzing method. For engineering failure which has taken place, while the path, causes and condition of the failure are comparatively certain, the structure of failure tree is comparatively determinate and perspicuous. By analyzing the process of failure, the reasons of failure are clear. Because there are many kinds of project failure in practice, the different failure type can be used by different failure cause tree analyzing logical figure.

    Strategic HRM has certainly come to an evolutionary crossroad. Strategic HRM based on the balanced scorecard overall evaluates the effect of strategic HRM from financial persp-ective, customer perspective, internal business perspective and innovation and learning perspective, as opposed to the traditional study on relationship between strategic HRM and financial performance. The balanced scorecard is more a strategic analysis and implementation framework than a performa-nce evaluation system. This thesis constructs a strategic management system through the strategic HR based on balanced scorecard, and gives a preliminary discussion on its implementation process.

    According to the traditional theory in law and economics, there are two alternative mechanisms to protect personal entitlements, ie. either by property rule or by liability rule.
