Based on the understanding of current situation and existing problems of agricultural extension services in China, the paper analyzes different stakeholders' value orientation in a context of market economy, and explains the characteristic of agricultural extension services as public goods. The authors suggest that institutional innovation is necessary to adjust currently inefficient system of agricultural extension.
