Abstract: This paper focuses on the problem how to keep away from the dilemma through effective innovation management and good collocation of innovation resources. This paper considers that open innovation can reduce the uncertainty of technology and market. In the open innovation paradigm technology innovations are based on multi-beneficiaries. It will be more reasonable that we substitute total innovation investments for R&D investments to measure the level of technology innovation.
