Zheng Haitao, Xie Hongming, Yang Yingnan, Wang Cheng
    2011, 32(10): 1-9,35.
    Abstract ( 1993 )   PDF (1033KB) ( 2643 )
According to the survey data from 190 companies operating in South China with a structural equation modeling analysis, the synergistic effects of internal social capital, organizational culture, learning orientation, knowledge energy, and knowledge integration on technical innovation are examined. A "CCLEII" model is developed to test the synergistic effects. The result shows that learning orientation is a partial mediator in the relation between internal social capital and knowledge integration, and a full mediator in the relation between internal social capital and knowledge energy. Knowledge energy is a partial mediator in the relation between learning orientation and knowledge integration. And knowledge integration is a full mediator in the relation between internal social capital and technical innovation, between learning orientation and technical innovation, and between knowledge energy and technical innovation. The research has implications for Chinese firms aiming at increasing their performance and technical innovation capability.

Strategic flexibility helps on firms obtaining profit from product innovation
    He Yuetong, Lu Yanqiu
    2011, 32(10): 10-17.
    Abstract ( 1901 )   PDF (884KB) ( 2504 )
Although it is generally acknowledged that product innovation is critical for firms to sustain their competitive advantages, however the firms sometimes fail to obtain economic returns from product innovation. The moderative effect of strategic flexibility (composed of resource flexibility and coordination flexibility) on the relationship between product innovation and firm performance is focused on in order to address an important but previously unexplored question as follows: Could strategic flexibility help on firms obtaining profit from product innovation? Utilizing the sample of 607 Chinese firms, an empirical test reveals that the moderative effect of resource flexibility on the positive relationship between product innovation and firm performance is negative, while that for coordination flexibility is positive. Furthermore, such moderative effects are very likely to be profound for confronting a high level of competitive intensity by firms. In conclusion, the implications and possible future extensions are discussed.

    Zhang Chao
    2011, 32(10): 18-26.
    Abstract ( 1833 )   PDF (1187KB) ( 2015 )
Product innovation and the interaction between supply and demand could create new demand and heighten added value, and also could help enterprise to defuse overproduction crisis and deal with the crisis of increasing input costs, therefore, it is one of the most important powers for improving economic growth. The response analysis of impulse function method based on SVAR model also reveals the interaction between the inputs of developing new product and the sales revenue of new product or the market demand for new product in large-scale and medium-scale industrial enterprises in China. It is found that the sales revenue of new product or the market demand for new product could remarkably improve the inputs for developing new product, and this effect could continue for three years. The inputs for developing new product could improve the sales revenue of new product and GDP two years later. At the same time, the sales revenue of new product could remarkably improve GDP, and the effect could continue for five years. It is also found that the growth of GDP could restrain the inputs for developing new product and sales revenue for new product or market demand of new product in such a manner, and the fact could reveal extensive mode of economic growth in a way. The analysis of variance decomposition method reveals that the contribution rate of the sales revenue of new product to the inputs change for developing new product is reached at 44.6%, and the contribution rate of the sales revenue of new product to the growth of GDP is reached at 40%. At present, some policies should be formulated and the inputs for product innovation and related technology development should be increased, and cousumption should be enlarged through active fiscal policy and income policy. The interaction between the inputs for developing new product and the market demand for new product should be fundamentally improved.

Huang Cui, Su Jun, Shi Liping, Cheng Xiaotian
    2011, 32(10): 46-54,96.
    Abstract ( 2009 )   PDF (1396KB) ( 2541 )
Tax incentives have positive effects on promoting high-tech industries. Since mid 1980s, China has formulated a series of tax preferential policies to encourage and promote the development of relevant high-tech industries in China. About one hundred China’s tax preferential policy documents on high-tech industries ranging from 1987 to 2008 are selected first time and then frequency analysis and quantitative analysis on them are conducted from four dimensions, which are annual policy promulgation, subjects of preferential policies, categories of preferential taxes, and measures of tax preferential policies. These analyses reveal the general situation of China’s tax preferential policies for high-tech industries and the development process, but at the same time, it is also found that China’s tax preferential policies for high-tech industries have four-category problems in enhancing China’s independent innovation capability. First, these policies display an obvious time-phase characteristic and an imbalance in annual frequency and density, and consequentially their continuity and stability need to be further improved; second, benefits of tax incentives are more focused on regions and are lack of industry orientation; third, categories of preferential taxes are primarily related to income tax and VAT tax in order to support the production inputs and the transformation of research findings by innovation enterprises, and therefore these preferential polices are lack of effective incentives towards the R&D process of enterprises; fourth, measures of tax incentives are mainly in the form of direct reduction of tax rate or amount, and less resort to indirect means, such as investment credits, accelerated depreciation, R&D costs deduction or tax credit, technology development fund extraction, etc. Comments and suggestions are proposed in here to address these problems.

The optimal analysis on the testing organizations related to the auto recall system in China
Xie Bin, Lv Chunyan, Rong Lisong
    2011, 32(10): 151-160.
    Abstract ( 1529 )   PDF (1374KB) ( 2204 )
Since November 25, 2009, Toyota’s auto recall has been concerned by the public. This incident reflects the fact that relying on auto makers’ self-consciousness to guarantee the effective auto recall is just not enough. Testing organizations with a neutral position could play a key role, when government, consumers, and auto makers have the disagreements on the safety defects. By comparing auto recall processes between China and Japan, the processes differences, characteristics differences, and roles of testing organizations related to the auto recall, as well as the problems involving neutrality and authority of the testing organizations in China are found. Some recommendations for improving the testing organizations in China have been proposed.
