The method for integrating and optimizing cooperativeinterface network in major S&T programs

Abstract: In order to construct harmonious cooperative relationships and guarantee major Scientific and Technical (S&T) programs could be finished high-qualitatively, the connotation and category of cooperative interface in major S&T programs are interpreted and analyzed. After that, a system analysis structure, that reflects complex influence relationships among cooperative interface factors and project activity subsystems, is established from control level, network level, and alternative level, respectively based on the complex system theory. Finally, a decision making method for integrating and optimizing resource allocation relationships which exist in the cooperative interface network is proposed with reference to the decision thought of Analytic Network Process (ANP). A case shows that the presented method is feasible to applications.
