Intergovernmental sci-technologic network governance—The evaluation of the institute of scientific and technologicconsultation between provinces and ministries

Abstract

Abstract: The institute of scientific and technologic consultation between provinces and ministries is an innovative institution arrangement in the new period. The concept of sci-technological network governance of among governments is provided based on the theory of intergovernmental relations and network governance. The institute has internal factors of sci-technologic network governance among various governments from the perspective of factors analysis. It is suggested that through systematic learning and path integration, the consultation system shall eventually develop into the intergovernmental sci-technological network governance.
