The relationship among strategic orientation, willingness to cannibalize, and radical product innovation performance
    Yu Hao, Chen Jin
    2012, 33(5): 1-7.
    Abstract ( 2374 )   PDF (1177KB) ( 2948 )
Nowadays, radical product innovation is seen as the key determinant to acquire competitive advantage and regional industry updating. Although the Chinese firms are able to realize the emergence of radical innovation, due to lack of the Willingness To Cannibalize (WTC), innovative behaviors in organizations are still seldom in firms. Current researches have no cleared cut on the affected relationship between the internal structure of WTC and actual performance, therefore the solution to the dissonance between recognition and behaviors so-called paradox of recognition and behaviors is unable to given. By taking the concept of WTC as the start point, based on the correlative theoretical research on strategic orientation, WTC, and radical product innovation performance, an integrated conceptual framework about the mechanism of Radical Product Innovation Management (RPIM) is proposed. Corresponding variables and measurement method are chosen on the basis of the conceptual framework. In order to verify the hypotheses of research, a major survey of 198 top manager teams from biotechnology industry in Zhejiang Province of China is included. Structural equation model and reliability tests are used for data analysis which supports the interaction mechanism of strategic orientation, WTC, and innovation performance in RPIM. The results provide empirical evidence and suggestions for improving firms' product innovation capability through WTC.

The design of environmental policy instrument based on the incentives to environmentaltechnology innovation of small and medium sized enterprises
Zhou Hua, Zheng Xuejiao, Cui Qiuyong
    2012, 33(5): 8-18.
    Abstract ( 2144 )   PDF (1881KB) ( 2775 )
One of the important standards to assess the environment policy instruments is how much the environment policy instruments are able to set spurs to the technology innovate of firms. However, the previous literature on environment policy instruments has not differentiated the clean technology from end-of-pipe technology, which has different impacts on the firm technology innovations. Meanwhile, the previous literature put more emphasis on the oligopoly game among the firms, however ignored the status quo that those Small and Medium-sized Enterprises (SMEs) in China play a key role in both of economy and employment. The perfectly competitive market which constitutes tens of thousands SMEs in China is an essential part of Chinese economy. In the view of these reasons, the research is started under the condition of perfect competition, and a strict distinction between clean technology and end-of-pipe technology is made, as well as the profits model of enterprises and social welfare function are constructed. As a result, the critical value of emission quota, emission fee (tax), subsidy and tradable permit as well as the optimal level of social welfare maximization are concluded. Meanwhile, the enterprises' ways of environmental technology innovation and enterprises' choice on whether they choose to innovate are examined and differentiated. At the end of the paper, the effect orders of environment policy instruments on environmental technology innovation are obtained. The result of this paper could provide a policy reference to government on how to spur the innovation.

    2012, 33(5): 26-37.
    Abstract ( 2192 )   PDF (1195KB) ( 2167 )
By analyzing the core function of knowledge in techno-innovation, the inter-transformation of knowledge-information-knowledge is upheld as its micro-mechanism and information is taken as the carrier of interaction among agents to construct paradigm for techno-innovation research. In terms of research object and scape, theory analysis framework, and concept hierarchies, the cognitive and directive functions of the techno-innovation research paradigm are illustrated based on knowledge space-time. Firstly, the uniform knowledge space-time based on fractal as the research object and scope of techno-innovation. Furthermore, in the perspective of knowledge space-time, the benchmark in which features of knowledge space-time and information flow are correlated is established and the applications of tensor analysis-the basic analyzing tool in techno-innovation are probed into, it leads to the construction of theory analysis framework. In the end, the organization and expansion of the correlative concept hierarchies are dedicated, therefore, it could form a concept system of logical consistency. Finally, a relatively uniform platform to syncretize various studies on techno-innovation is provided.

The contract enforcement of ex ante licensing for the standardized technology in theperspective of homogeneous investment
    Gong Yanping, Zhang Chong
    2012, 33(5): 38-46.
    Abstract ( 2194 )   PDF (1181KB) ( 2675 )
In the context of the licensing of standardized technology, Standard-Setting Organization (SSO) has tried to adopt ex ante licensing in recent years in order to prevent patents from hold up and conform to technology licensing. However, up to now, it seems not working properly, and the mechanism for licensing needs to be modified indeed. A model of sequential investment is applied to in a sense of homogeneous investment, firstly the profit and investment incentive of the two licensing parties are characterized, and then double hold-up which is lack of efficiency for the licensing in some case is resulted in. To optimize the licensing procedure, the effect of the enforcement of ex ante licensing on both development and manufacture is investigated, and the applicability of ex ante licensing under the efficient investment is confirmed. Result indicates that (1)the joint expected surplus increases in the ex ante licensing, and the manufacturer's hold-up is solved (2)the short-term enforcement enhances the manufacturer's investment and the value of technology, ex ante licensing is feasible; the long-term enforcement causes R&D deterrence, ex ante licensing is less feasible. Finally, further alone policy suggestion is provided.

Wang Keliang, Yang Baochen, Yang Li
    2012, 33(5): 56-63,78.
    Abstract ( 2764 )   PDF (1841KB) ( 2836 )
Based on total-factor production theory, a non-parametric frontier is constructed by Data Envelopment Analysis (DEA). Under the framework of meta-frontier, the analysis and comparison have been made on the regional disparities of China's total-factor energy efficiency during the period of 2000-2007. Additionally, a quantitative Technology Gap Ratios (TGR)-based analysis has been made on the technology gap on regional energy utilization in China. The conclusions are as follows: The overall level of China's total-factor energy is on the low side during the sample period, its average value is only 0.688 under countrywide meta-frontier and thus energy-saving potential could be increased by 31.2% in order to maintain the present economic output. There are significant regional disparities in energy technology and risk of further expansion of the energy technology gaps among three major areas. In east area of China, the TGR stays at above 95% and approaches the optimal nation level. In central area and west area of China, comparing with optimal national level, there are improvement potentials of 18.6% and 26.6%, respectively.

The impact of knowledge characteristics on knowledge transferringtools selection of Multinational Corporations
    Guan Tao
    2012, 33(5): 79-85,94.
    Abstract ( 2004 )   PDF (1856KB) ( 2257 )
By transferring knowledge from the parent company to subsidiaries, the Multinational Corporation (MNC) is able to rapidly replicate its business operations experience at host countries, and obtain global competitive advantage efficiently. Through empirical research about MNC, it is found that knowledge characteristics have a significant impact on the selection of knowledge transferring tools. In other words, if the knowledge characteristics are different, the types of knowledge transferring tools chosen by MNC are different correspondently. It is also found that if taking the moderation of knowledge gap and strategic differences between parent company and subsidiaries into account, the rationality for selecting transferring tools according to the knowledge characteristics would be quite obvious.

The risk caused by patent grant delay and its effect
    Wen Jiachun
    2012, 33(5): 139-145.
    Abstract ( 2198 )   PDF (912KB) ( 2388 )
Under the multiple influencial factors, almost all the patent offices across the world including Chinese patent office are now facing the increasingly severe overstock problem, which results in the risk of patent grant delay. The impacts caused by patent grant delay is explored by analyzing the underlying influential factors; meanwhile, by constructing a simple model, it is found that the patent grant delay will distort competition and impair technological innovation. Therefore, it is suggested that Chinese patent office should reform the patent examination model immediately and formulate policies cautiously. When making patent-related policies, American patent rapid examination pattern should be used for reference. However more importantly, by setting and modulating request fees in the pattern of fast examination to bring the total number of applications for patent rapid examination under the control.

The impact and contribution of the management factors on economic growth in China:The theory and empirical analysis
    Shen Kunrong, Zhou Weimin
    2012, 33(5): 153-160.
    Abstract ( 2280 )   PDF (927KB) ( 2854 )
Being one of new classical four production factors, the management factor has the important impact on economic growth. In order to study the effects of management factor, the process of entrepreneurial knowledge spillover is selected as the angle of view of study. Theoretically, by defining the management factor as one of knowledge resource, the increasing-returns and accumulation characters of the management factor are described. Combining with the spillover mode of entrepreneur knowledge, the process that the management factor takes effect is discussed. The fact that management factor input is used as one of implementation mechanism bring about technical progress is elaborated, output elastic change involving three factors of management, capital, and labor might exist the regularity. Among the technical progress, the production contribution of management factors would be in direct proportion with the labor factors while it is in inverse proportion with the capital factor. In empirical analysis, the variable of type and endowment of entrepreneur is introduced into the production function of per capita, And by using provincial panel data in China, the contribution of the number of SME's entrepreneur and big firm's entrepreneur to per capita industrial production is studied. The result indicates that the SME's per capita contribution to growth of per capita industrial production is 38.5 percent, and the big firms' contribution is 61.5 percent, while the SME's contribution to gross industrial production is 60 percent, and the big firms' contribution is 40 percent. The SME's per capita contribution is inferior to the big firms, the reason for the fact is that the management efficiency of SME is inferior to that of the big firms, such inference might result from that per capita profit is used to substitute for the entrepreneur ability.
