    Do public policies support firm’s innovation? A comparative analysis on the subsidies and tax credit

    Do public policies support firm’s innovation? The debate between promotion theory and inhibition theory has not been stopped in the research field of public policy and technological innovation. The existing literature is also lack of systematic study. How different public policies, namely subsidies and tax credit, affect enterprises’ R&D activities at both the regional and secttional level, is empirically investigated using data from 2004 National Economic Census in China, the data involve 2,6326 domestic funded industrial enterprises above a designated size, 2,970 industrial enterprises with the investment from Hong Kong, Macao, and Taiwan, and 3,625 industrial enterprises funded by foreign capital. The results show that direct subsidies for firms’ R&D activities do contribute to the intensity of R&D expenditure in domestic firms, while direct subsidies have a negative impact on R&D activities among the foreign-funded firms. And the results also demonstrate that the tax credit stimulates R&D activities for those enterprises invested by Hong Kong, Macao, and Taiwan, whereas it has not an evident impact on R&D activities for domestic firms. On the basis of these empirical findings, it is concluded that different public policies have differential effects on enterprises’ R&D activities for different types of ownership, so they have ambiguous effects, which neither support the viewpoint of stimulation nor compression exclusively. So the findings will not only be conducive to the debate of the two different academic viewpoints, but also help to distinguish the role played by different public policies in practice.

    Abstract: Technological diversification has a impact on the choice of company’s product innovation strategy and its performance, however the existing literatures have not analyzed on how the mechanism of technological diversification impacts corporate performance; in the meantime, the relative empirical analysis based on Chinese companies are also lack. Based on the latest theoretical research and the results of on site research, the mediative mechanism betwee corporate technological diversification and its performance is studied from a angle of product innovation strategy. The empirical results suggest that poruct innovation strategy has completely played a mediative role in the impact of corporate technological diversification on its business performance, but only has played a partially mediative role in the impact of corporate technological diversification on its innovation performance.

    Analysis on knowledge transfer decisions in technology innovation alliance based on leader-followers games

    The leader-followers game model of knowledge transfer decisions in the technology innovation alliance is established to analyze the influences of knowledge transfer decisions between the chief and partners on the alliance cooperation innovation. The results show that the precondition of the existence and development of the alliance is that the knowledge marginal revenues of the chief firm are large enough. Partners transfer their knowledge capital according to the proportion structure of their own marginal revenues. There is a positive correlation between the knowledge transfer decision of the chief firm and its own marginal revenue, and there is a negative correlation between the knowledge transfer decision of the chief firm and the sum of partners’ marginal revenues, which may provide some theoretical supports for the selections of optimal dynamic competitive and cooperative relationship and managerial flexibility among alliance members.

    The dynamic model of the original innovation system in the large-scale enterprises based on SD

    Large enterprises are the complex, nonlinear and dynamic system in nature. The traditional analytical methods can not include the nonlinear characteristics of the systems and operation into the dynamic evolution of the analytical framework for the enterprises. And the System Dynamics(SD) emphasizes an the decisive role between the system structure and the system behavior and explains the relationship throughthe interaction of various elements of the dynamic behavior in the system. Therefore, the SD is used to establish an analysis model of original innovation systems and makes a research on the various flowing factors in order to analysis in the dynamic evolution process of innovation in the large-scale enterprises. Finally, the factors that impact the original innovation output of large enterprises are given and the policy guidance for the high-performance development in the original innovation system of the enterprise is provided.

    The model between enterprise project risk and the demands on scientific and technological insurance

    The high quota profits of scientific innovation going with the huge technical risk makes people try hard on establishing the effective risk aversion system, and then the scientific and technological insurance is the important constituent of the system. According to the datum of scientific and technological insurance about units and enterprises in Wuhan which is the first batch of pilot cities in China, the model that connects enterprise’s risk in project with the demands of scientific and technological insurance is constructed. Employing Amos7.0, the model is set, estimated, evaluated, and modified. At last, the empirical analysis result is obtained that the driving role of scientific and technological insurance in the system should bring into play, and the work for next step should be focused on researching and setting the insurance types which can effectively eliminate enterprise’s technical risk.

    DEA analysis on input efficiency of technical renovation and technology acquisition in Chinese large and medium-sized industrial enterprises

    The input efficiency of technical renovation and technology acquisition in Chinese large and medium-sized industrial enterprises is studied . First, with an index analysis, the characteristics of input-intensity change in technical renovation and technology acquisition for Chinese large and medium-sized industrial enterprises are discussed. Next, the input efficiency of technology acquisition is measured with a DEA model. The results show that the dependency of Chinese large and medium-sized industrial enterprises on foreign technology appears a descending trend. The input efficiency of technology acquisition for large and medium-sized industrial enterprises by region is rather low in general. It indicates that the investment in independent innovation for Chinese large and medium-sized industrial enterprises is continuously increasing. On the other hand, the ability of technology acquisition, absorption, digestion, and innovation is not strong. How to achieve independent innovation by acquiring technology is still an essential problem for Chinese large and medium-sized industrial enterprises to solve.

    According to the basic characteristics of new and high technology product and the demand on new and high technology industry’s management, the determination index system of new and high technology product is designed through the comprehensive analysis on relevant factors that reflect the features and status of new and high technology product, and then the determination rule and standard of each indicator are given. Affter which, the new and high technology product’s determination method and its application procedure based on rule are put forward and then applied to the new and high technology product determination work in Heilongjiang Province. The research can provide the scientific method support and reference to the determination of new and high technology product and enterprise as well as the management involving new and high technology industry.

    The relationship of competitive strategy, innovation selection, and firm performance

    The effects of basic competitive strategy on firm performance have always been a focus in academic circles; however, there is the divergence on the findings of the empirical studies. Based on the extant correlative literature, a conceptual model to embody the relationship of competitive, innovation selection, and firm performance is constructed by using incremental innovation and radical innovation as mediators. An empirical study with a sample of 316 firms from questionnaire is conducted. The results show that both low cost strategy and differentiation strategy have a distinct positive impact on the firm performance, but their respective influence mechanisms are different. Low cost strategy can effect on the firm performance both directly and indirectly by a mediator of incremental innovation, but differentiation strategy only inderectly effet’s on the firm performance by a mediator of radical innovation.

    The effect of relationship quality on quality management practice and performance

    The influence of quality management practices on quality performance and firm performance is analyzed based on the literature review. Supply chain relationship quality is introduced as a regulative variable to discuss its regulative effect on the relationship between quality management practices and quality performance and firm performance. A conceptual model incorporating quality management practices, quality performance, and firm performance is examined by using the data collected from firms in Shaanxi, Ningxia, Gansu, Xinjiang, and Zhejiang Provinces. The results indicate that quality management practices have an indirect positive impact on firm performance with the regulative effect of internal and external quality performance. Moreover, supply chain relationship quality moderates the relationship between quality management practices and internal quality performance.

    Patent licensing strategies considering network externalities and degree of innovation

    Considering network externalities and degree of innovation, patent licensing strategies, such as no licensing, fix-fee licensing, and royalty licensing are explored, then the innovator’s optimal licensing strategy is analyzed. It is found that with weak network externalities, royalty licensing strategy is optimal; with strong network externalities, fixed-fee licensing strategy is optimal; when the network externalities are moderate, with low degree of technological innovation, royalty licensing strategy is optimal, and with high degree of technological innovation, the fixed-fee licensing strategy is optimal. New insights for the decisions on patent licensing strategies are given.

    The classification of Knowledge-Intensive Goods(KIG) is the research fundation of KIG management. Through the classification of KIG, the structure and the characteristics of KIG can be described more clearly than simply regarded the KIG as a homogenous product. Therefore, according to the value realization processes,classification results can help academics and practitioners to profoundy understand the differences and the management strategies of different types, which will build a base for the KIG management research. At the beginning, two independent classification dimensions, i.e. customer type and product shape related to value realization of KIGs are proposed, the process of value realization where the complexity of delivery was emphasized and subsequently probed into, the whole KIG area can be consequently divided into four basic quadrants, namely, collectivity-customization goods, individual-customization goods, collectivity-standard goods, and individual-standard goods as the results of the classification. Furthermore, the value growth points and realization mechanisms of each type KIG are pointed out by comparing different types. Based on the classification model, the corresponding marketing and development strategy can be proposed for different KIG types. The classification study of KIG could simplify the management and research process, improve the efficiency of researchers and managers, and provide an analysis framework for exploring the management strategy of different KIG types.

    Empirical analysis of R&D efficiency of Chinese Universities at provincial level during the period of 1999-2006

    Based on Data Envelopment Analysis (DEA) models, such as CCR and BCC, considering the change of evaluation indicators for scientific and technology achievements, a comparative analysis on Universities’ R&D efficiencies and catch-up effect in 30 provinces of China during the period of 1999-2002 and 2003-2006 is conducted, and then the trend and stability of R&D efficiencies are studied by using DEA window analysis. At last, on the basis of window analysis results, an in-depth correlation analysis is discussed. The results show that R&D relative outputs, especially R&D relative outputs per capita, have an positive correlation relation with R&D efficiencies to a certain degree. By determining scientific and reasonable R&D output indicators, the focus is shifted from absolute R&D quantity outputs to relative R&D quality outputs, the R&D incentive system is improved and research staffs’ enthusiasm is boosted, and R&D funds and projects are rationally allocated. All of that can enhance the Universities’ R&D efficiencies in different provinces of China.

    Investment in basic research and operation expenses improves the scale of the scientific research funds for the colleges, how to use research funds reasonably and effectively has a great significance on the university’s research and development. From the perspective of resource efficiency, seven science and engineering colleges are selected to establish an index system, the relative effectiveness is calculated and achievements of scientific research are evaluated for those colleges with the funds in the year of 2003-2008 using Principal Component Analysis(PCA)-Data Envelopment Analysis(DEA) approach, the result provides some recommendations for the use of basic research and operation expenses.

    A positive analysiswas designed to investigate the impact ofinformation seeking behavior on organisational socialization.Knowledge newcomers were selected as the subject, and the theoretical analyses on information seeking behavior and organizational socialization were conducted, and assumptions invoveled were clarified. The survey date was used to verify the certificated assumptionsby the method of SEM. Through in-depth discussion on the significance of research contentions, some new perspectives were proposed. The key findingis that the different information seeking behaviors have influence on the organizational socialization of knowledge new comer with the diverse path. The results strengthen the conception that the organizational socialization is primarily a learning and adjusting process.

    It is a fundamental task to implement the strategy reinvigorating china through talent development in the new stage of the new century. The method of factor analysis and cluster method is applied to evaluate the implementation status of the strategy in 31 provinces, municipalities in China. Three basic factors are got to evaluate the regional implementation of the strategy, and got the rank and the five level about the regional evaluation cross China are also obtained.     Age structure of research personnel for Chinese management science

    The author age structure of research papers published in 11 journals of Chinese management science with high impact factors is presented through a scientometrics analysis. Quantitative characteristics of author age structures in Chinese management science team are revealed: The author age structure of Chinese management science is the unimodal age distribution with high peak of young authors and first authors of research papers whose ages are below 35-year-old have made up to 50% of total first authors and maintained a steady development; Student author, especially doctoral candidates, are major groups published management science papers and the rejuvenation are due to increasing proportion of students; The two-author and three-author are major patterns of management science collaboration; For a two-author collaboration, young-middle age authors and young-elder are the predominant age structure, for three-author collaboration, middle age-young-young authors and young-middle age-young authors are the important age structures; The scientific collaboration between professors and their students is the most important patterns in Chinese management science team.

    The allocation of control rights is the key to affect the efficiency of Venture Capital(VC) contract. According to the advancement of control rights theory, several classical models about allocation of control rights in VC contract and their corresponding empiricial results are introduced, these models include the basic model about static allocation of control rights, the model about contingent but discontinuous transfer of control rights, and the model about sequential and contingent transfer of control rights, etc. And then, the application conditions for these models are discussed. At last, the limitation of existing literature and the research trend in future are pointed out.

    Zhoushan City is the only prefecture-level city that is compcsed of islands on the sea; it possesses the advantage, such as natural islands, sea superiority, and rich tourism resources. Due to unique geographical unit and landscape, the island tourist industry develops very quickly. The influence of the tourist industry on the economy in Zhoushan Islands is analyzed by adopting path analysis model. The result shows that the tourist industry Zhoushan promotes the fast development of the economy in Zhoushan. The main source for the GDP of the tertiary industry of Zhoushan is the income from the tourist industry. The conclusion could be drawn that the tourist industry has already become the leading industry in the development of the economy in Zhoushan, and played a positive and important role in the social development of Zhoushan.

    The impact of technological environment on regional technical efficiency based on a stochastic frontier analysis model

    Technical efficiency is one of the key determinants of economic growth, while technological environment is a critical factor affecting technical efficiency. In order to accelerate economic growth, it is important to understand the impact of technological environment on technical efficiency. The elements of technological environment, such as scientific and technological human resource, government expenditure on technology development, and scale of high-tech industry are identified. By using a Stochastic Frontier Analysis(SFA) model, the technical efficiency of 28 provinces(autonomous regions, and municipalities directly under the central government) in China during the period between 2000 and 2006 as well as the impact of technological environment on it are estimated. The empirical result shows that there is a big gap among regions in terms of technical efficiency. The average technical efficiency of eastern region is significantly higher than that of middle and western regions. And the technical efficiency of almost all regions appears to decline over time. Moreover, scientific and technological human resource, government expenditure on technology development, and scale of high-tech industry are negatively correlated with the loss of technical efficiency at a significant level. Based on the above result, policy implications are discussed in the end.

    The spatial distribution and changing tendency of regional innovation capability in China

    The characteristics of spatial distribution and changing trend of regional innovation capability in China are investigated by using Theil index and spatial Gini coefficient, σ-convergence, and β-convergence, respectively. And furthermore, multiple linear regression and spatial autocorrelation are employed to explore the determinants of regional innovation capability. The findings are demonstrated as follows: there exists evident agglomeration of regional innovation activities, especially clustering in the developed coastal region of China; as a whole, regional innovation capability shows a divergent tendency during the period of 1990 to 2007, in spite of there is a convergent trend in the east and the middle parts of China. The results also suggest that regional economic level, industrial R&D intensity, technology absorption capability, and spillovers from public R&D institutions are important determinants of regional innovation capability.
