Abstract: According to the basic characteristics of new and high technology product and the demand on new and high technology industry’s management, the determination index system of new and high technology product is designed through the comprehensive analysis on relevant factors that reflect the features and status of new and high technology product, and then the determination rule and standard of each indicator are given. Affter which, the new and high technology product’s determination method and its application procedure based on rule are put forward and then applied to the new and high technology product determination work in Heilongjiang Province. The research can provide the scientific method support and reference to the determination of new and high technology product and enterprise as well as the management involving new and high technology industry.
