The high quota profits of scientific innovation going with the huge technical risk makes people try hard on establishing the effective risk aversion system, and then the scientific and technological insurance is the important constituent of the system. According to the datum of scientific and technological insurance about units and enterprises in Wuhan which is the first batch of pilot cities in China, the model that connects enterprise’s risk in project with the demands of scientific and technological insurance is constructed. Employing Amos7.0, the model is set, estimated, evaluated, and modified. At last, the empirical analysis result is obtained that the driving role of scientific and technological insurance in the system should bring into play, and the work for next step should be focused on researching and setting the insurance types which can effectively eliminate enterprise’s technical risk.
