    bstract: On the basis of corporate culture and technology innovation management practice, a detailed theoretical study of literature review work was given. It is noticed that researchers should provide a “map of innovative corporation subculture” for corporation managers as culture management tools to cope with today’s increasingly complex enterprise organizational structure and enterprise management. Extracted through literature review of corporation subculture theory and organization structure, the initial design of “map of innovative corporation subculture” was proposed. The design included “senior-level strategy subculture”, “middle-level strategy subculture”, “grass roots operative subculture”, “technology subculture”, “manufacture subculture”, and “marketing subculture”. The innovative features of each subculture were then concluded based on literature analysis. And all of this might be a breakthrough in the field of corporation culture theory and technology innovation management.

    The performance of government subsidies has been focused on by many researchers. Based on the literature review, an empirical model is set up in order to evaluate the effect of government subsidies on enterprise R&D investment by using Zhejiang private science and technology enterprises database. Then the stimulation effect is analyzed from size of enterprise, intensity of R&D, and intensity of government subsidies respectively. The main empirical discoveries are following: there is a significantly positive effect of government R&D subsidies on private R&D input of one-year lag; the bigger size of enterprise, the better effect of stimulation; the larger intensity of R&D subsidies, the better effect of stimulation; and the enterprise intensity of R&D has the effect on the performance of government R&D subsidies to private R&D investment.

    An evolutionary approach to understanding external linkage system of innovation——A study on British enterprises

    The external linkage system concerned with that firms search for and acquire technological knowledge and information is focused on. Using product/profit cycle theory as a starting point, an evolutionary nature of the system along with the development of a sector’s technology is asserted and the system in an emergent sector is compared with that in a mature sector. An empirical survey of electronics and ICT firms and automotive and related engineering firms in West Midlands of UK provides evidence supporting the system’s evolutionary nature. Reflecting on the growth period of these sectors, electronics and ICT firms are more likely to use external sources of technical knowledge, have a diversified set of sources, and seek for tacit knowledge than automotive and related engineering firms. However, it is found that their differences in the relationship with external sources are subtle. Firms in both the sectors seek and keep up long-term, stable relationships with their important external sources of technical knowledge.

    Study on the impact of knowledge-sharing mechanism against the group performance

    Knowledge-sharing is beneficial to improve group performance. However, to the individuals possessing different knowledge potential, their own performance relies on the knowledge-sharing mechanism. Firstly the related factors which have influence on the knowledge-sharing are analyzed. Then a model is built to simulate the impact of knowledge-sharing mechanism against the group performance and individual’s joining the organization in dynamic scene. The result implies that behavior of knowledge sharing is mainly under the influence of the balance between anticipated benefit and cost of individuals, and so on. The construction of more scientific and proper knowledge-sharing mechanism can decrease the cost of knowledge sharing, keep up the balance between the interests of individuals, and improve the group performance.

    Knowledge sharing is the core of organizational knowledge management. How to measure and identify the organization’s knowledge sharing capability is a very important issue in knowledge sharing studies. Firstly, the concept of the organization’s knowledge sharing capability is presented, and the two dimensions, including technical and non-technical capability, which form the organization’s knowledge sharing capability, are analyzed. After that, the corresponding assessment criteria system is constructed based on these dimensions. Additionally, a measurement approach is proposed, and also, a matrix model is established to identify the organization’s knowledge sharing capability, by the model, the causes of formation and intensity for the capability can be analyzed. Finally an application is given to illustrate the practicability and validity of the approach proposed above.

      Abstract: Enterprise knowledge team is the main carrier of knowledge innovation. The production of two types of enterprise knowledge team is explored: the type of single blood and the type of multi-blood. It also builds the production model to help analyses. On the basis of these two different types, it further demonstrates the mechanism of these two different enterprise knowledge teams and constructs the knowledge innovation model. The knowledge innovation mechanism is made up from feedback mechanism, remedy mechanism, catalytic mechanism, safeguard mechanism, coordinational evolution mechanism, and management mechanism.

        Technical innovation accelerates the emergence of industrial innovation cluster, and the technical standards work as a bridge and activator. Network effect, compatibility, intellectual property, and consumer expectation determine that the technology based economic will be widely and profoundly affected by the technical standards. The high-tech industries form division innovation with the help of cooperative R&D and the motive force of technical standards. The establishment of technical standards not only breaks through at the technical level, but also promotes industrial development and realization of the efficiency diffusion. In the process of diffusion, owners of standards form their own technical innovation track and other corporations realize simulative innovation, at the end, the phenomenon of innovation clusters emerges. This not only promotes themselves development in high-tech industry but also strengths the alteration in the traditional industry, and consequently upgrades the industrial structure at the same time.

        Abstract: The technique efficiency is an important problem for the economy growth headspring and the growth quantity,and the technique innovation is prime factor that affects the technique efficiency。Has the R&D as the core of technique innovation positive influenced on the technique efficiency? Using Stochastic Frontier Approach(SFA) of pannel data, the intrinsic relation between the R&D and the technique efficiency of the east, central, west regions in China was investigated, the experiential result shows: ①The R&D has remarkable positive promoting function on the technique efficiency; ②With the R&D expenditures increasing year by year,the average technique efficiency level of the east, central, west regions present steady-up trend; ③With the lapse of time,the gap of the technique efficiency presents the extended situation beween the east and central, western regions.On the base of the experiential research, the mechanism and path dependence of R&D impact on the technique efficiency are analyzed, and the conclusions and policy suggestions according to this are put forward.

        The different participation mechanism between leading business enterprise and medium and small sized business enterprise participated in Regional Innovative Platform(RIP) in industrial cluster is studied. Besides “general motive mechanism”, there are different motivate mechanisms for the two kinds of enterprise respectively, the former is called “allied net mechanism” and the latter is called “mechanism of using technology”. According to that, it should pay particular emphasis on formal and informal control mechanisms to inspect the behavior of the two kinds of enterprise. Only if doing so, it is able to help enterprises cross over “participation trap”, remove the imbalance of creative network structure, and make enterprise participation in the construction and operation of RIP efficiently.

        Based on a sample composed of 489 subjects from 6 enterprises in Beijing, the main effects and the moderating effects of the three components of organizational commitment on individual behavior, performance, and the personal welfare are examined. Results showed that the three components of orgallizational commitmeent have significant impact on some of manner and bellaviour variables and the interaction between these dimensions affect the intension to resign, organizational citizen behavior, and conflict of working family notably.

A sample of 181 SRT members was selected from five institutes of the Chinese Academy of Sciences in Beijing area. The collected data were analyzed on the basis of gender, age, and professional rank respectively. The characteristics of the needs are concluded and corresponding suggestions improving motivation are put forward.

        The national laboratory is a newly emerging thing in China. It is the essential part of the national key laboratory system and represents the national innovation potential in Chinese science and technology field. The status quo and function of the national laboratory as well as its integration is discussed and the management system and the operation mechanism of American national laboratories aresummed up.Three constitutive elements and five principles for the national laboratory system are brought up. Further more, the management system and operation mechanism are studied in detail, including contract management system, director responsibility system, dynamic management for human resources, openingstrategy, constitution of innovative research teams, performance management and appraisal, competition and stimulation, cooperation and alliance, the share of scientific resource and information, production-education-research cooperation, and so on. All of these are expected to use for references for the establishment of national laboratories.

        At the present time, there are many problems associated with the cost accounting system of China’s state-owned scientific research institutes. It becomes more and more important to establish a cost accounting system of state-owned scientific research institutes conforming to the science and technology development laws and China’s national conditions. The present situations of the existing accounting system of state-owned scientific research institutes in China and abroad are analyzed; the major problems within the accounting system of China’s state-owned scientific research institutes are explored. Then a cost accounting framework system suiting to China’s national conditions is proposed. It has both theoretical and practical significance for improving management of sci-tech innovations and deepening sci-tech innovations.

        Patents are important intangible assets for enterprises. So it is significant for enterprises to evaluate the patent value efficiently. Since patent value is time-limited, uncertain, and illegible, it is attempted to construct a scientific evaluation indicator system of patent value, apply Analytic Hierarchy Process(AHP) to assign the weights of indicators, and use fuzzy comprehensive evaluation method to compute the present currency value of patent. A new thinking for evaluating patent value of enterprise is offered.
