The different participation mechanism between leading business enterprise and medium and small sized business enterprise participated in Regional Innovative Platform(RIP) in industrial cluster is studied. Besides “general motive mechanism”， there are different motivate mechanisms for the two kinds of enterprise respectively, the former is called “allied net mechanism” and the latter is called “mechanism of using technology”. According to that, it should pay particular emphasis on formal and informal control mechanisms to inspect the behavior of the two kinds of enterprise. Only if doing so, it is able to help enterprises cross over “participation trap”, remove the imbalance of creative network structure, and make enterprise participation in the construction and operation of RIP efficiently.
