Wu Feifei, Li Qian, Huang Lucheng
    2014, 35(6): 1-7.
    Abstract ( 1589 )   PDF (1KB) ( 1960 )
This paper proposes a method of identifying the application field of technology based on the SAO structure of patents. To identifying the application field of technology, we firstly extract the information related to the application field from the abstracts of patents, and then extract the SAO structures using natural language processing(NLP) tools, and then calculate the semantic similarity between the SAO structures and gain a clustering patent map according to the similarity of patents. In the end, the paper demonstrates the proposed method using the example of graphene sensor technology. The method proposed in this paper can realize the division of technology according to the application field, which lays a foundation for the research of technology across fields.

Technological progress, industrial structure and China’s industrial carbon emissions
    Luo Liangwen, Li Shanshan
    2014, 35(6): 8-13.
    Abstract ( 1719 )   PDF (1KB) ( 2042 )
This paper divides the environmental effect of carbon emissions change into scale effect, structure effect, environment protection technology effect, production technology effect, mixed technology effect, structural production technology effect, structural environment protection technology effect, and overall effect by means of difference models based on extension of the decomposition model of environmental effects, which aims at empirically analyzing the contribution of technological progress, the adjustment of industrial structure and energy structure to carbon emissions reduction in China's industrial sectors from 1998 to 2010. The conclusions reveal that production technology effect and structure effect obviously reduce the industrial carbon emissions; on the contrary, scale effect and structural production technology effect evidently increase the industrial carbon emissions. In addition, compared with high carbon emissions industries, the positive influence of production technology effect and structure effect in middle and low carbon emissions industries are more obvious.

Technological diversification and technological convergence analysis of Chinese high-tech resources
    Lin Juanjuan, Chen Xiangdong
    2014, 35(6): 14-23.
    Abstract ( 1282 )
On the basis of previous studies, this paper analyzes the relationship between technological diversification and technological convergence, arguing that technological convergence is a performance of inverse technological diversification, and pointing out that technological innovation is the alternating process of technological diversification and technological convergence. On this basis, the paper presents an empirical method of technological convergence analysis, and combines with the existing methods by analyzing the characteristics of technological diversification and inter-industrial technological convergence in Chinese high-tech areas from different perspectives. From the perspective of technological areas, the order of diversification from high to low is ICT technology, fuel cell technology, nuclear energy technology, biotechnology and environment-related technology. From another perspective of purpose of technology, the order of diversification is biotechnology, fuel cells technology, environment related technologies, ICT technology and nuclear energy technologies. In technological convergence analysis, Chinese high-tech technologies do not have the σ technological convergence, but have β technological convergence, the speed towards the steady-state level is 2.4%. In the analysis of inter-industrial technological convergence, H05K in ICT field, A61P and C07H in biotechnology field, B32B, H02J, C02F and C07C in fuel cell field demonstrate inter-industrial convergence phenomenon.

Internationalization strategy, reverse technology spillovers and firm growth—Anempirical analysis of Chinese firmsfrom integrating resource and institution perspective
Chen Yan, Zhai Ruirui, Han Wenzheng
    2014, 35(6): 24-32.
    Abstract ( 1514 )   PDF (1KB) ( 2088 )
Employing the firm level data of somelisted companies over the period of 2006-2011, this paper examines empirically the relationship between corporate international behaviour and reverse technology spillover effects based on classical international R&D spillover model, and test the moderating impact of firm level factors of resource and institution and situational characteristics of the region. Mainresultscanbedrawnasfollows: there really exist reverse technology spillover effects with an inverted U-shaped relationship between the two.Further, we found corporate absorptive capacity and regional heterogeneity moderate the intensity of reverse technology spillover. The impacts of human resources and the level of regional finance are positive, however, the role of corporate institutional factors (government involvement and foreign involvement) is complex. When considering the institutional factors ofthe region, the impacts of government involvement are insignificant and foreign involvement arepositive; without considering the role of institutional factors of region, results are the opposite.

Ma Yanyan, Liu Fengchao, Jiang Binbin, Wang Yuandi
    2014, 35(6): 33-40.
    Abstract ( 1630 )   PDF (1KB) ( 1943 )
The scope and depth of firms' inter-organizational R&D collaboration were defined firstly in this research. Then we made analysis on the relationship between the scope and depth of firms' inter-organizational R&D collaboration and enterprise innovation performance. The theoretical assumptions were proposed basd on the theoretical analysis. The sample firms of "communications equipment, computers and other electronic equipment manufacturing" industry were selected from Chinese Industrial Enterprises Database. The scope and depth of Chinese firms' inter-organizational R&D collaboration were measured based on firms' patent cooperation information selected from the patent database of Chinese State Intellectual Property Office. An empirical analysis of the influence of R&D cooperation's on enterprise innovation performance was conducted by applying pooled OLS method. There is an optimal scale of the scope of firms' inter-organizational R&D collaboration by taking the enterprise innovation performance into consideration. Meanwhile the deepening of firms' inter-organizational R&D collaboration helps to improve enterprise innovation performance.

Effect of global value chain embeddedness on innovation performance of clustered firms
    Wang Lei, Yao Hongxin
    2014, 35(6): 41-46.
    Abstract ( 1607 )   PDF (1KB) ( 2064 )
Taking learning effect as a medium variable, this paper erects the relationship model of GVC embeddedness and innovation performance of cluster firms, and conduct an empirical research on 134 export-oriented enterprises in the textile clusters in Shaoxing using the structural equation model. The research indicates that (1) the three dimensions of GVC have intrinsic logic links: the structural embeddedness promotes the relational embeddedness and promotes the enhancement of cognitive embeddedness; and (2) the three dimensions of the GVC will not affect directly the innovation performance of the clustered enterprises, but the structural embeddedness and relational embeddedness improves indirectly the innovation performance through the exploitative learning. The author thinks that clustered firms should pay more attention to the intrinsic relationship of the three dimensions of GVC from the strategic level and try to better use external resources by improving the learning ability of clustered firms.

The relationships among innovative culture, innovativeness and performance from the perspective of specificity
    Wu Aihua, Su Jingqin
    2014, 35(6): 47-55.
    Abstract ( 1629 )   PDF (1KB) ( 1748 )
The paper explores the effect of innovative culture on technological innovativeness (i.e., product and process), and firm performance, and the moderating roles of innovativeness and asset specificity. By conducting a survey of 164 enterprises in China, and taking firm size and age as control variables, a theoretical model is empirically analyzed and tested. The results show that: encouragement and experiencing have a positive association with both firm product and process innovativeness; freedom has a positive relationship with firm process innovativeness. A firm's innovative culture influences its financial and market performance via firm innovativeness. When asset specificity is medium, the positive effect of encouragement or experiencing to product innovation is higher than when the levels of asset specificity are low or high. However, when asset specificity is medium, the positive effect of freedom to product innovation is lower than when the levels of asset specificity are low or high.

The study of theories and methods for the efficiency measurement of technological innovation investments in innovative cities:From an innovation-process perspective
Kou Mingting, Chen Kaihua, Gao Xia, Yang Lifeng
    2014, 35(6): 56-67.
    Abstract ( 1731 )   PDF (1KB) ( 2104 )
This article presents a phased measurement indicator system for the construction efficiency of technological innovation investment in innovative cities based on the technological innovation investment process of innovative cities. Subsequently, this article proposes a structural data envelopment analysis (DEA) technique to model the technological innovation investment process with a network transformation structure. The measurement framework is not subject to the preference of experts, and fully takes into account across-city difference in the importance of measures indicators. Our measurement framework discriminates the two-stage transformation of the technological innovation investment process: technological research/development and technological applications. Furthermore, our measurement framework systematically takes into account the difference of production technologies, the relevance of production relationship between technological research/development and technological applications, and the participation of intermediate production factors. The calculated results from our measurement model helps in exploring the sources of inefficiency in the construction process, and facilitates the development of systematic and differential innovation policies of one innovative city.

The threshold effects of fiscal subsidy policy on corporate R&D investment
    Dai Xiaoyong, Cheng Liwei
    2014, 35(6): 68-76.
    Abstract ( 2026 )   PDF (1KB) ( 1956 )
Using 30,0000 industrial enterprises' panel data from 2005 to 2007 in China, the descriptive statistics brought the following conclusions. Firstly, individual firm's internal self-raised fund gradually becomes the main source of R&D expenditure with decreasing fiscal subsidies. Secondly, the distribution of fiscal subsidies and enterprises' R&D investment vary from industries. Thirdly, State-owned enterprises account for the largest proportion of R&D expenditure and benefit most from fiscal subsidies. Though fiscal subsidies can stimulate the firms' R&D, estimation of threshold panel data model shows that the relationship between fiscal subsidies and firm R&D is non-linear. The optional ration of fiscal subsidies to firm R&D investment ranges from 13.45% to 27.75% for SOEs in manufacturing industries. Fiscal subsidies have a crowding-in effect on firm R&D investment in that interval, but exhibit a crowding-out effect when that ration exceeds 27.75%. There is only crowding-in but no crowding-out effect for privately-owned firms, especially high-tech privately firms. The threshold value to trigger crowing-out effect is larger in manufacturing industries than high-tech industries. Therefore, the key to promote the efficiency of fiscal subsidies and stimulate firm R&D investment is to properly price the compensation rate of R&D investment, and strength the support to privately-owned firms, especially firms in high-tech industries.

The characteristic and dynamic capability development of regional technology incubation networks based on polycentric governance
    Li Zhenhua, Zhao Liming
    2014, 35(6): 77-83.
    Abstract ( 1557 )   PDF (1KB) ( 1710 )
With the establishment of regional technology incubation associations one after another in our country, the governance pattern of regional technology incubation networks changed from the "regional government-incubator" pattern to the polycentric "regional government - regional incubation association-incubator" pattern. Based on polycentric governance theory, this paper investigates the characteristics of the polycentric governance regional technology incubation networks and put forwards the dynamical capabilities of the networks. The conclusion indicates: (1) polycentric governance changed the network agents' function and changed the networks' structure, made regional governments become peripheral supporting agents, and strengthened the integration and management capabilities of regional technology incubation associations on incubators and other agents. With polycentric governance the network structure has such characteristics that three layers nest closely, ontic and virtual networks coexist and different network layers interact closely with each other;(2)the regional technology incubation networks that take the regional technology incubation associations as the core should enhance four kinds of dynamic capabilities, including network vision capability, network constructing capability, relationships coordination capability and relationship combination management capability.

Hong Song, Hong Jin, Zhao Dingtao
    2014, 35(6): 84-93.
    Abstract ( 1540 )   PDF (1KB) ( 1693 )
The level of co-evolution between high-tech industry and regional economy has a direct relationship with the sustainable development of regional economy. Based on the theory of co-evolution, this paper first establishes a co-evolution model of China's high-tech industry and corresponding regional economy. After that, the indicator system for measurement of two-system co-evolution is built by employing synergy method and selecting relevant sequence parameters. In addition, we also conduct an empirical analysis to investigate the co-evolution between the two systems using the data of 30 regions in China (Tibet is excluded for missing data.).The results show that there are four kinds of gradient distribution in China and the process of co-evolution is both elevating continuously and fluctuating repeatedly. Additionally, we also find that the general level of co-evolution is relatively low, while a significant gap between the eastern region and western region is observed.

The impact of regional law environment on export decision of firms
    Liu Zhiqiang
    2014, 35(6): 94-101.
    Abstract ( 1505 )   PDF (1KB) ( 2067 )
This paper establishes a study framework based on the analysis of the influence mechanism of regional law environment on firms' export decision, then analyses the effect of regional law environment on firms' export decision and tests the different effects for heterogeneous ownership types based on panel datasets and panel data fixed effects model. The research results show that regional law environment plays a significant role in promoting firms' exports through reducing product cost and the default risk of overseas procurement contract. In addition, the different contract spirits induced by ownership structure influence the impact of regional law environment on firms' export decision. For State-owned enterprises that have more close relationship with the regional legal system and lower contract spirits, the promoting effect is weaker; while for foreign-owned enterprises that have sound contract spirits, the promoting effect is stronger.

Measurement of the Chinese optimum R&D investment intensity
Tang Jing, Zhao Lanxiang, Wan Jinbo
    2014, 35(6): 102-107.
    Abstract ( 1606 )   PDF (1KB) ( 1630 )
How to optimize the R&D investment intensity and avoid the situation of under-investment or over-investment is a practical science problem. In this sense, we combined the endogenous growth theory and empirical analysis to calculate the optimum R&D investment over the past 12 years and the period of 2013 to 2020 in China. The study results show that the return rate of R&D investment was steadily higher than the return rate of invested capital at the present stage. Also, theChinese R&D investment intensity has not reached the optimum level, which means it can be increased continually to stimulate economic growth.

    Dai Xiang
    2014, 35(6): 108-114.
    Abstract ( 1272 )   PDF (1KB) ( 1808 )
Based on the new method calculating sophistication of service import, we carry out empirical analysis about impacts of service import sophistication on China's manufacturing efficiency. The results show that: (1) generally speaking, improvement of service import sophistication can improve efficiency of China's manufacturing industry; (2) compared with traditional service import, service import in newly service sectors has much more impacts on efficiency of China's manufacturing industry; (3) sophistication of service import exerts more impacts on capital and technology-intensive manufacturing than labor-intensive manufacturing. Being one of most important aspects of China's manufacturing transformation; improvement of technology efficiency should not be isolated from global labor division. Therefore, to take advantage of global especially developed economies' competitive industries, and to grasp the important opportunities resulting from rapid development of global service trade, we should try to improve sophistication of service import to serve transformation of China's manufacturing.

Fu Xiaorong, Xie Qinghong, Zhou Nan, Zhu Huiping
    2014, 35(6): 136-144.
    Abstract ( 1462 )   PDF (1KB) ( 2068 )
From an integrative perspective of the employee management and customer management, this paper discussed the transferring way from customer-employee trust (CET) to customer-firm trust (CFT) and further explored the moderating role of organizational identification in such transferring process. Stepping from the social cognition theory, this paper analyzes the diversified impacts of three dimensions of organizational identification on transferring process from two aspects of CET (i.e., rational cognition-based customer trust and Renqing-based customer trust) to CFT. According to data collection and partial least square analysis, this paper finds that organizational identity moderates the effect of CET on CFT and the three dimensions of organizational identity play different roles in such an effect. These findings will have a significance of referencefor the organization managers to better identify and deal with the organizational relationship of trust, and they will provide a theoretical basisfor managers to achieve the customers' trust to enterprises through enhancing the employees' organizational identity.

The Role of Regional environment on talents’ commitment and intention to stay
Weng Qingxiong, Yang Shuchun, Cao Weilin
    2014, 35(6): 154-160.
    Abstract ( 1431 )   PDF (1KB) ( 1701 )
Winning talents is vital to get the competitive advantage in the era of economic globalization. The competence of winning talents depends not only on the ability of attracting talents, but also on the ability of retaining them. However, the research on retaining talents has not received enough attentions. Therefore, this study examined the relationships between the four aspects of regional HR environment (economic environment, living environment, cultural environment and human policy environment) and talents' intention to stay, on the basis of Weng and McElroy's (2010) suggestions; according to the theory of commitment, we constructed and tested the mediated model of regional commitment. The analysis results of 291 valid samples proved that: regional commitment has direct and significant impact on the talents' intention to stay, and mediates the relations between economic environment, living environment, cultural environment and talents' intention to stay respectively. This research indicated that when the basic needs of talents are satisfied by the regional environment, they commit highly to the region and are likely to stay in the local region.
