国有裂变企业组织身份跃迁机理研究——战略创业视角

摘要:     国有裂变企业是释放国有经济活力的关键创新主体,要在协调母子关系的基础上,成为国家战略科技力量。但国有裂变企业实现组织身份跃迁的过程与路径尚不明晰。本文基于战略创业视角,选取中国移动下属的中移云能进行探索性案例研究,研究发现:(1)受国家身份期望和初始身份依附的双重驱动,国有裂变企业实际身份与期望身份间产生能力落差,触发身份构建过程。(2)识别身份攀升缝隙是国有裂变企业身份构建的前序指导机制,通过当前身份反思和未来身份抱负,从认知维度上为战略创业行动提供逻辑基础。(3)战略创业行动是国有裂变企业实现身份跃迁的核心推动机制。战略内化借力和打造错位优势是跨越身份攀升缝隙的关键策略。(4)基于战略创业行动,国有裂变企业不断提升组织能力匹配身份构建要求,最终成功满足国家期望并赋能母体变革,实现组织身份跃迁。本文加深了对国有情境下裂变企业身份特殊性的理解,丰富了组织身份构建和战略创业的相关研究,为推进国有企业深化改革和创新发展提供经验启示。

Abstract:     The spin-offs from SOEs are the entities of innovation that stimulate the vitality of the public sector of the economy, and they need to become national strategic scientific and technological strength on the basis of coordinating the parent-child relationship. However, the process and path of how spin-offs from SOEs can achieve identity transition are still unclear. Through an exploratory single case study on China Mobile (Suzhou) Software Technology Co., Ltd., based on the perspective of strategic entrepreneurship, we found that: (1) the identity construction process of spin-offs from SOEs is driven by the national identity expectation and initial identity dependence, which brings the gap of ability between the actual identity and the expected identity; (2) determining the identity climbing crevice is the preceding guidance mechanism for organizational identity construction of spin-offs from SOEs, which provides a logical basis for strategic entrepreneurship actions from the cognitive dimension through current identity reflection and future identity aspiration; (3) Strategic entrepreneurship action is the core promotion mechanism to achieve the organizational identity transition of spin-offs from SOEs. Strategic leveraging with internalization and creating differentiated advantages are core means to leap over the identity climbing crevice; (4) Based on strategic entrepreneurship actions, spin-offs from SOEs constantly improve the organizational ability, which helps match the complex requirements of identity construction; and spin-offs from SOEs successfully achieve the national expectation and empower the identity change of the parent, and the organizational identity makes a smooth transition. This study has deepened the understanding of the uniqueness of spin-offs under the state-owned context, expands the research on organizational identity construction and strategic entrepreneurship, and it will provide management insights for promoting the deepening reforms and innovation development of state-owned enterprises.
