    The Study on Methodology of Delphi Survey of Technology Foresight of China towards 2020

    Technology Foresight plays increasingly important role in strategy-, policy- and planning-making of science and technology, and therefore receives highly attention from government, academia and the public. The Delphi survey is one of the most popular tools in the technology foresight, in which questionnaire-designing plays critical role. Based on the foreign and domestic experiences in questionnaire-designing for Delphi survey, this paper develops a methodology for Delphi survey including questionnaire-designing, topics selection and statistical method of survey results so as to meet the requirements of .Technology Foresight of China towards 2020. Finally, the paper points out that there are still many questions in methodology concerning future Delphi survey.

Then gives a systematic analysis and international comparison on the Delphi investigation results, based on which the paper discusses the policy implication of material technology foresight, and points out some valuable questions in the future research.

    This paper first focuses on the interaction and reinforce to each other of internal R&D and external knowledge in the process of technological competence evolution. Then the model of the two paths' circle action is put forward. In every phase of technological competence, the path of technological competence accumulation transforms from external knowledge assimilation to internal learning, these form three circles from external path to internal path.     International joint ventures (IJVs) have been suggested as a vehicle to explore the real option valve for each partner. This paper examines the transferring trend of equity towards foreign partner in Sino-foreign IJVs from the control perspective. Through the analysis of the content, characteristics and evolutionary pattern of control in Sino-foreign IJVs, a framework of transferring mechanisms is developed. On the basis of the exploration of learning option, we suggest that it is crucial for Chinese partners to construct an effective learning mechanism.

    The shift towards the "knowledge economy" has placed greater emphasis on innovation as a source of competitive advantage. But technology innovation activities are unpredictable and their processes are also full of all kinds of traps, so that firms often drive themselves into "the war of innovative attrition", and have to face innovation's dilemma. As an effective way of managing technology innovation, strategy of technology innovation has attracted more and more attentions of theorists and empiricists. Based on the initial results of an ongoing 1-year study, this article analyzes the structural model for the strategy of technology innovation in Chinese SMEs.

    The great changes of economy and technology initiate the times of service knowledgeization, then the new service industry,knowledge-intensive business service (KIBS), is emerged. And the innovation activities of KIBS are coming into the research field of innovation theory. However, when reviewing the literature about the KIBS, we find it basically uses the traditional manufacturing industry as the fundamental of innovation paradigm. Meanwhile we observe, if an innovation paradigm based on the manufacturing industry was simply transplanted to the KIBS, the false research result would appear since the ignorance of the difference between them. In this paper, some basic characteristics of KIBS have been analyzed in comparison to the innovation paradigm of manufacturing industry. Finally, the basic natures of the innovation paradigm of KIBS have been concluded.

    Innovation implementation is an important stage of enterprises' innovation process and study of its successful implementation is of theoretical significance and practical value. The paper analyzes the notion of organizational climate in the context of innovation implementation and brings forward four kinds of organizational climates from two dimensions: climate effect and climate strength. These organizational climates are positive-strong climate, negative-strong climate, positive-weak climate and negative-weak climate. The paper examines the influence of different organizational climates on enterprises' innovation implementation, and a case is employed to illustrate that establishing and cultivating a positive and strong organizational climate is critical to enterprises' successful innovation implementation.

Also, the "three chains analysis method", "three combinations method" and the "market method" are the three methods in choosing the key common technology within the industry clusters.

    The stakeholders in a firm are not similar. The core stakeholders are indispensable for firm's existence and development. The core stakeholders are formed of core stakeholder, managers and employee. The character of core stakeholders corporate governance is that core stakeholder, manager, employee are the ownership of material capital and human capital of the firm. They share the firm surplus demand right and control right. On the way of benefit distribution, the core stakeholders' corporate governance can avoid to make parasitic relation and have partiality for benefit relation, which can form mutually beneficial and alternate relation. So this paper introduces intergrowth degree and intergrowth coefficient for describing the stakeholders corporate governance.

    Dynamic capabilities of latecomer firms are the ability that the firms absorb, transfer, integrate and create knowledge. The paper discusses the logic relationship among knowledge transfer, dynamic capabilities and firm growth. Dynamic capabilities are the dynamic reason of latecomer firm growth, and knowledge transfer indirectly enables firm growth by dynamic capabilities. Firm growth includes the growth of boundary, behavior, structure and performance. Finally, the case study of ZTE is presented.

    Based on two datasets, in which one is city level data published by National Bureau of Statistics of China and the other is firm level data collected in Hangzhou City, this paper carries out empirical analysis on the economies of scale issue and impact of R&D on firm performance in software industry in China. The results reveal that firm size has consistent positive impact on productivity, but no significant influence on profitability. As to the impact of R&D on firm performance, it is found that R&D intensity has significant negative on profitability, and on productivity to a certain extent. Finally, the policy implication of these findings is discussed and concluded.

    Starting from the traditional management model of construction project, this paper analysed some drawbacks briefly caused by artificial separation. Learning from the basic thought of the supply chain management (SCM), the SIPOC model (Suppliers—Input—Process—Output—Customers) of the construction project integration is proposed, and how to carrying on SIPOC model within the inter-construction project is discussed deeply. According to the different stage of project implementation, the dynamic united organization is established, which is composed by construction participants and undertakes corresponding responsibility. Through the united organization, the single participant activity and project group's work are combined and optimized, and the seamless link between different procedures of construction project is supported through the dynamic adjust. Based on the reality of construction project, the key-leading group of the dynamic united organization is analyzed. Finally, the application and benefits of this model is illuminated combining the development practice of Shenzhen Benyuan Building.

    The listed SMEs are always the focus of securities market for their small capitalization. The research of the growth is the important warrant of operating capital and investing stock. The paper sets up the index system of evaluating the SMEs growth,and brings forward two models( GRA and catastrophe theory) to evaluate the growth based on the Grey Relation Analysis. We have done nonparametric tests to those results,and find the superiority and weak of two evaluations.

    This paper analyzed the concept of "value" in value chain initiated by M.E. Porter, made it clear the theory background why he uses price-analysis instead of value-analysis, and got the conclusion that the start of value realization of value chain is customer value. Then the paper explained that it is necessary to disconstruct traditional value chain,and the disperse links will result in logistics, capital flow and information flow apart so that the ability of controlling logistics, capital flow and information flow will reflect the value realization of value chain; and the management work is to operate, follow up, supervise, forecast and make decision the logistics, capital flow and information flow.
