Through thorough analgsis on traditional science and technology (S&T) management method under the network information environment, we proposed modern information technology and the science and technology management unifies the technology monitoring. This paper has conducted the research to the technology monitoring object, points out it including the S&T management demand level (S&T developmental strategy and plan, environment and demand, specific area of technology, technical project) and the monitoring foundation level (S&T literature, technical patent, research and development main body). And to each object, the content, the goal, the method and the monitoring case result have carried on the exhaustive analysis and the elaboration.
