The structure, fitness capability, and upgrade of industrial cluster
    Tang Linjia, Chi Renyong
    2012, 33(1): 1-9.
    Abstract ( 1728 )   PDF (1311KB) ( 2626 )
The survival and development capabilities of industrial cluster are mainly depending on its structure including firm conglomeration and other supports. The index about the industrial cluster is designed in terms of large firm centralization, cluster brand, special market, public technology platform, and industrial association. The existing 112 industrial clusters with over five billion Yuan annual total output in Zhejiang Province are classified into four structural types; it is shown that the majority of existing clusters are in the situation of small and medium-sized business conglomeration with low large firm centralization and weak supporting systems. Meanwhile, the criteria of survival, development, and fitness capabilities are designed to do the statistic analysis on four typical industrial clusters. The results reveal that there are significant positive co-relationships between the structure index and survival, development, and fitness capabilities of clusters, i.e., the large firm centralization and comprehensive supporting system would promote the fitness capabilities of industrial clusters. Furthermore, the dynamic upgrade processes of the cluster structure are analyzed in terms of the four typical clusters in order to find out three typical paths to promote the cluster and provide theoretic supports for the policy makers.

    Fan Hua, Zhou Dequn
    2012, 33(1): 10-18,26.
    Abstract ( 1800 )   PDF (1709KB) ( 2677 )
Based on the panel data of China’s provinces during the period of 2000-2007, an empirical analysis on the scientific and technology innovation efficiency and its convergence and influence factors is conducted by using the Data Envolopment Analysis(DEA) model of variable scale returns. The results are as follows:the scientific and technology innovation efficiency has the character of periodic undulation evolution; the east provinces have higher innovation efficiency than that for the middle and west provinces, the efficiency for west provinces enhances quickly, has caught up with and surpassed the efficiency for middle provinces; the west provinces have the absolute and conditional convergence; the conditional convergence of the whole country and the east-middle area is remarkable, however, the absolute convergence is not obvious; the industry structure, the openness, and the higher education level of development have the positive influence on the efficiency, meanwhile the government effect has the negative impact on scientific and technology innovation efficiency. The conclusions will provide enlightenments for the policy of national scientific and technology innovation efficiency.

    You Jing
    2012, 33(1): 27-34.
    Abstract ( 1768 )   PDF (971KB) ( 2389 )
For knowledge innovation in information systems integration project, all parties need to invest resouree and share cost expenditvre, while uncertainty exists in business experience, integration experience, knowledge sharing, and project management, etc. Therefore it is uncertain for such kind of project to be success, and suppliers of existed systems would not like to participate in integration planning and system modifying for this reason. They might boycott the cost sharing for knowledge innovation. From the view of knowledge accumulation, the knowledge innovation model and cost model are built, and some new mechanism for knowledge innovation cost sharing is put forward that suppliers’cost sharing would be helpful for better anticipation and effort, and the sharing proportion is influenced by learning capability of both suppliers and enterprises, and by the anticipation of uncertainty and knowledge innovation efficiency.

Chen Xiaohong, Fu Taotao, Cao Yu
    2012, 33(1): 47-55.
    Abstract ( 1786 )   PDF (1071KB) ( 2358 )
Accelerating the development of cyclic economy is essential to the national economic growth in China. Traditionally, the process of cyclic economy assessment at enterprises puts the emphasis on the macro-level rather than on the micro-level. Under such circumstances, based on the case study of a large domestic non-ferrous metal smelting enterprise, a comprehensive assessment indicator system of enterprise cyclic economy is construced by examining three chains of it, namely, input, consumption and circulation, and output. Meanwhile, it seeks to give a comprehensive analysis and in-depth interview on the expansion of cyclic economy by employing fuzzy mathematics theory and AHP theory. From the conclusion, it could be seen that the comprehensive assessment indicator system is able to demonstrate the development level of enterprise cyclic economy correctly.

The measurement index for the dynamic performance of innovation activities:Modeling and applications based on scientific innovations in Chinese universities of science and engineering
    Chen Kaihua, Guan Jiancheng
    2012, 33(1): 103-111.
    Abstract ( 2396 )   PDF (986KB) ( 2345 )
Based on the theory of Malmquist index associated with Enhanced Russell Measure (ERM), five dynamic performance indexes, that is, pure technical efficiency change, technology change, scale efficiency change, organization and management performance change as well as comprehensive efficiency change are formulated to measure the dynamic performance (related to the trend and degree of performance change) of the scientific innovations in the Chinaese key universities of science and engineering. The empirical analysis is implemented based on the inputs and outputs in scientific activities of 12 representative "985" universities over the two comparable observed periods, i.e.,2002-2003 and 2004-2005. The comparisons between the statistical results over two periods show that five performance indexes are in a transition, which change from decline (<1) into growth (>1); there is a robust and significant correlation between the technology change and the comprehensive efficiency change; those soft performance indexes (pure technical efficiency change, scale effects change, organization and management performance change) are increasingly related to the comprehensive efficiency change.

    2012, 33(1): 112-119.
    Abstract ( 1822 )   PDF (1104KB) ( 2624 )
With a large number of growth start-ups graduates from the business incubators, there are lack of professional accelerated service in the new economic era, which has impacted on the process of high-tech industrialization. In recent years, China directed by Chinese S&T public policy has learned the experiences from developed countries in the world. As business accelerators have been expanding by top policy making, system innovation, and promotion from down to top, China becomes the second largest country in the world in term of the number of business accelerators. The establishment of business accelerators enables innovation service-chain to become more perfect in China, and forms a new pattern of trinity which includes business incubator, business accelerators, and science and technology parks. Therefore it provides the new power for second around venture in science and technology parks.

Li Lei, Shang Yufan, Xi Youmin
    2012, 33(1): 127-137.
    Abstract ( 1826 )   PDF (1024KB) ( 2579 )
The regulatory focus theory is introduced to the research field of leader’s influence on follower’s creativity, and a conceptual framework about the effect mechanism of leaders’linguistic frame on followers’creativity is theoretically proposed and empirically verified. Based on a sample of 143 students and by using an experiment method, the influence process of leaders’linguistic frame on followers’creativity is deeply analyzed. The research results reveal that followers’situational regulatory focus partly mediates the relationship between leaders’linguistic frame and followers’creativity, and followers’chronic regulatory focus moderates the relationship between followers’situational regulatory focus and their creativity. Finally, the main findings, theoretical and practical contributions, and the limitations of this study are discussed.

Past performance and corporate venture capital:The moderating effect of top management’s political networking
Dai Weiqi, Wei Jiang, Yu Chunguo
    2012, 33(1): 138-146.
    Abstract ( 1890 )   PDF (1087KB) ( 2806 )
Building upon the prospect theory, the relationship between firm’s past performance and corporate Venture Capital(VC) is examined. Following the threat-rigidity theory, the moderating effect of top management’s political networking-a distinct and critical type of social network in the context of transition economy-on the past performance-VC link is explored. The results show that (1) past performance has negative effects on VC; (2) top management’s political networking positively moderates the relationship between past performance and VC. The findings indicate that (1) single theoretical perspective is insufficient to fully explicate the antecedents of VC; (2) by integrating the prospect theory with threat-rigidity theory, VC phenomenon could be further understood. The boundary of the prospect theory is explored and extended to the organization-level research.

The impact of relationship strength and knowledge integration capability on supply chain knowledge transfer
    Pan Wenan
    2012, 33(1): 147-153,160.
    Abstract ( 1780 )   PDF (1673KB) ( 2571 )
Establishing a close partnership is considered as an important way to improve the efficiency of supply chain knowledge transfer. However, due to the neglect of both the structural characteristics of supply chain knowledge and the differences between individual knowledge integration capacities by most researchers, the significant difference is observed between the research results and the practice. Based on the theoretical analysis, the relationship among relationship strength, knowledge integration capability, and supply chain knowledge transfer in the form of questionnaires is explored. The results show that relationship strength only has a significant positive impact on cooperative knowledge transfer of supply chain and external integration capability|nevertheless, it is unable to exert an influence on innovative knowledge and internal integration capability. Furthermore, through the external integration capability of the knowledge, the indirect influence on cooperative knowledge transfer of supply chain caused by relationship strength is much greater than the direct influence on that. Therefore, the strengthening knowledge integration capacity is essential in order to improve the efficiency of supply chain knowledge transfer through partnerships.

The impact of network embeddedness on the partner selection of cooperative technological innovation
    Zheng Dengpan, Dang Xinghua
    2012, 33(1): 154-160.
    Abstract ( 1717 )   PDF (1102KB) ( 2485 )
The method of QAP is used to analyze the impact of network embeddedness, i.e. relational embeddedness and structural embeddedness, on the partner selection of cooperative technological innovation. Cantner (2006) considered that both the personal relation generated by the mobilization of scientists and the past experience of cooperation have a great impact on the partner selection of cooperative technological innovation. The topic based on the data collected from the firms in Xi'an High-tech Zone are analyzed, and the previous factor is defined as structural embeddedness, namely, the scientists and engineers who are in charge of patents act as three party intermediates, and the latter factor is defined as relational embeddedness, that is, the past experience of cooperation. The result indicates that the impact of relational embeddedness on the partner selection of cooperative technological innovation is not quite obvious. Nevertheless, the structural embeddedness has a greater effect on the partner selection of cooperative technological innovation.
