The 3rd Academic Symposium on "Science Research Management and Innovation Development" (First Announcement)

I. Conference Background

In August 2025, ,the State Council of the People's Republic of China officially released the Opinions on Deepening the Implementation of the "AI Plus Initiative. This initiative aims to promote the extensive and in-depth integration of artificial intelligence with various industries and fields across the economy and society, foster revolutionary leaps in productivity and profound transformations in production relations, and accelerate the formation of a new form of intelligent economy and intelligent society characterized by human-machine collaboration, cross-border integration, and co-creation and sharing. Building an "Artificial Intelligence Plus" governance framework that highlights institutional strengths and aligns with China's national conditions, and exploring feasible pathways for "Artificial Intelligence Plus" to drive high-quality economic and social development, have become pressing tasks for the government, industry, and academia alike.

The editorial offices of Science Research Management and Innovation and Development Policy have long been committed to pioneering research in the fields of science research management and innovation development. The inaugural and second editions of the "Science Research Management and Innovation Development" academic symposium, themed "Chinese-Style Innovation: Theory and Practice" and "China's Innovation Path in the Age of Artificial Intelligence", were respectively held in Hohhot (Inner Mongolia University of Technology) in 2023 and Tianjin (Hebei University of Technology) in 2024, fostering in-depth exchanges and discussions on these critical topics. To address the new requirements of the "Artificial Intelligence Plus" era, Science Research Management and Innovation and Development Policy plan to convene the third "Science Research Management and Innovation Development" academic symposium in Hangzhou from May 15 to 17, 2026.

This academic symposium is hosted by the School of Management at Zhejiang University of Technology. Researcher Mu Rongping, Chairman of the Chinese Association of Science and Science & Technology Policy Research, serves as the Conference Chair. Professor Chen Kaihua, Director of the Youth Working Committee of the Chinese Association of Science and Science & Technology Policy Research, and Professor Wu Bao, Dean of the School of Management at Zhejiang University of Technology, serve as Co-Chairs of the Conference Academic Committee.

 

II. Call for Papers / Topics Solicited

The theme of this conference is "Innovation Development and Governance in the 'AI+' Era." Submissions are invited on topics including but not limited to:

Theme 1Core Technological Breakthroughs and Convergent Innovation

1.Research on breakthroughs in core AI technologies within the context of Chinese-style innovation.

2.Convergent innovation of new-generation information technologies (e.g., Blockchain+AI, 5G+AI).

3.Intelligent and green technology convergence for the "Dual Carbon" goals.

4.Deep integration models of digital technology and the real economy: Chinese experience and global implications.

Theme 2Regional Practices and Governance of "AI+"

5. Industrial cultivation and governance in National New-Generation AI Innovation Pilot Zones.

6. Cross-regional collaborative governance of "AI+" in the Yangtze River Delta.

7. Cultivation pathways for "AI+" characteristic industrial clusters.

8. Governance of computing power-model "East-West Collaboration" under the "East Data, West Computing" framework.

9. Evaluation and governance of "AI+" innovation policies from a regional disparity perspective.

18. Innovation in intelligent social governance: Chinese characteristics and governance system optimization.

III. Submission Requirements

Paper Requirements: Submit the full paper in Chinese or English (12,000–14,000 words), with an abstract of 300–500 words. The manuscript must include the title, author's name, affiliation, keywords, and abstract, and adhere to the formatting guidelines of either Science Research Management or Innovation and Development Policy.

Submission Method: Papers must be sent to the conference email kygl@casisd.cn by March 31, 2026. The email subject and attached file name should follow the format: "Paper Title + Author + Affiliation". Please include the note "Submission for the 3rd 'Science Research Management and Innovation Development' Academic Symposium" in the email. Additionally, place the author's name, affiliation, and contact details (email, phone, WeChat, etc.) on a separate cover page within the document.

All submissions will undergo anonymous peer review. High-quality papers will be selected and recommended for publication in Science Research Management or Innovation and Development Policy, based on their alignment with the conference themes and the respective journal’s requirements.
