A research on innovation policies of strategic emerging industry based on the new energy vehicle industry in China
Wang Tao, Zhao Guodong, Wang Jing
    2016, 37(6): 1-9.
    Abstract ( 1181 )
The development of strategic emerging industries means to replace the traditional technological trajectory, and its innovation process will encounter “failure” problem. Under complete market mechanism, new technological trajectory can not be automatically realized, and hence policy intervention is necessary. Based on the study of innovation policies of new energy vehicle industry, this paper puts forward: in the development of strategic emerging industries, the failure problems and its performance at different stages vary, and therefore the corresponding objectives of policy intervention and policy tools adopted should be adjusted dynamically. Besides, researching and making policies of industrial innovation should follow the theoretical framework of "stage of development-failure mechanism-policy objectives-policy tools". The reason why policy objectives of NEVI industry at different stages were not achieved includes the deviation of the focus of policy incentives, the incomprehensive policy objects, the lag of policy and so on.This study is pioneering and has important practical significance.

Impacts of stress from challenge and hindrance on employee’s creativity
    Zhang Yajun, Xiao Xiaohong
    2016, 37(6): 10-18.
    Abstract ( 1270 )
This paper discussed the influence mechanism of challenge and hindrance stressors on employee’s creativity based on the two-dimensional structure of stress, focusing on the mediating effect of creative self-efficacy and the moderating effect of supervisor-subordinate guanxi. We selected the enterprise’s employees and their direct supervisor as research subjects and analyzed the 336 sets of paired data through hierarchical regression, and so forth. The results indicated that challenge stressors had a significantly positive effect on employee’s creativity while hindrance stressors had remarkable negative influence on employee’s creativity; creative self-efficacy played a partially mediating role in the relationships between challenge and hindrance stressors and employee’s creativity; supervisor-subordinate guanxi negatively moderated the relationship between challenge stressors and employee’s creativity; at the same time, supervisor-subordinate guanxi positively moderated the relationship between hindrance stressors and employee’s creativity.

Researches on Energy Conservation and Emission Reduction Effect of China’s Environmental Regulation Tools
    Huang Qinghuang, Gao Ming
    2016, 37(6): 19-27.
    Abstract ( 1071 )
Starting from the basic issue about environmental regulation tools’ impact on the efficiency of energy conservation and emission reduction, and based on the efficiency of energy conservation and emission reduction of 30 Chinese provinces during 2001-2012 calculated by the undesirable output of SBM-DDF model and consequent analysis of its dynamic changes, this paper focuses on the heterogeneity of energy conservation and emission reduction due to different environmental regulations tools using System GMM method. The empirical results show that the command-and-control and the public-engaged environmental regulations have inverted "U"-shaped impact on the efficiency of energy conservation and emission reduction, while market incentive environmental regulation has “U”-shaped impact, it confirms the Porter Hypothesis which imply the reasonable environmental regulation intensity. This paper further examines in phases the differentiation of environmental regulation tools’ effect on energy conservation and emission reduction: the command-and-control environmental regulation plays a major role in the first phase, whereas in the second phase, it becomes a factor to hinder the increase in efficiency of energy conservation and emission reduction; the market incentive and the public-engaged environmental regulations show no function on promoting energy conservation and emission reduction in the first phase, while in the second phase, these two kinds of regulation begin to play their role and become the key factors in the improvement of efficiency of the energy conservation and emission reduction, therefore the applicability of the environmental regulation tools in different phases is differentiated.

Market potential, urbanization and agglomeration-An analysis based on spatial econometrics
    Dong Chun, Liang Yinhe
    2016, 37(6): 28-36.
    Abstract ( 767 )
By using with SDM model with spatial and time-period fixed effects and decomposition of spatial spillovers, this paper analyzes the relationship and mechanism of action effects between market potential, urbanization and agglomeration based on the new economic geography model about agglomeration economies. The result shows: market potential and urbanization promote agglomeration economies, and competition from neighboring regions exists. Through the decomposition of spillover effects of urbanization, we find that the three factors of urbanization have a positive impact on the development of agglomeration, but their mechanism is different. Specifically, population urbanization and economic urbanization have a positive role in agglomeration economies only through the direct effect. Furthermore, land urbanization facilitates the area itself and surrounding areas by the three effects. Finally, on the basis of empirical results, some related policy recommendations are put forward.

A study of the incentive effectiveness of China national S&T awards based on the age of awardees
    Li Qiang
    2016, 37(6): 37-44.
    Abstract ( 751 )
National awards are of the highest value in S&T field in China, and the honor and position of youth S&T talents in national award system attract great concern from both the public and the S&T management authorities. Based on the study of age distribution of awardees in 2009-2013 and through an in-depth comparison of Nobel Prize recipients, we found that although the overall proportion of youth talents in national S&T awardees are reasonable, there is still lack of special concern on them and thus the current national award system fails to be the ideal incentive structure. Consequently, the importance and necessity of a national award for youth S&T talents is needed and should be taken into consideration.

    Lin Jun, Guo Min
    2016, 37(6): 65-73.
    Abstract ( 1007 )
Knowledge flow, reflecting knowledge dynamics, was measured through talent exchange, intangible asset and R&D alliance. To analyze the influence of knowledge flow on the technological competence, data were collected from 262 enterprises, the mediating of exploratory and exploitative learning have been introduced, and the conceptual model has been built. The mediating effect and the hypotheses have been tested by using hierarchical regression and structural equation modeling. The results show that the role of “R&D alliance” in enhancing technological competence was more than “talent exchange”, while the effect of “intangible asset” was not significant. In addition, exploratory and exploitative learning played a part mediating role, and the indirect effect of “R&D alliance” and “talent exchange” under the mediating role of exploratory learning was greater than the direct effect. Hence, this study is helpful for firms to select knowledge flow, pay attention to “R&D alliance” and “talent exchange”, while purchase patent and technology cautiously, and maintain the constancy of exploitative learning to enhance the technological competence in practice.

A Knowledge Transfer Decision Model of R&D Alliance Based on a Leader-follower Game
    Wang Zhisheng, Li Huiying
    2016, 37(6): 74-83.
    Abstract ( 866 )
Collaborative knowledge creation between R&D alliance has received considerable attention in recent literature. For any collaborative endeavor to succeed, knowledge transfer decision of R&D alliance participants is important. Learning from knowledge production function and using the game theoretic framework, we modeled the dynamic evolution process of collaborative innovation as a two-stage Stackelberg leader–follower game of knowledge tranfer decisions. Specifically, we modeled two scenarios, the first in which consortia participants take current efforts into account only, and the second in which consortia participants have expanded the prior knowledge input. The equilibrium values of current efforts in knowledge creation, the leader’s knowledge transfer rate, and the total expected system gain in both of two scenarios were determined. It is found that the leader’s knowledge transfer rate is positively related to its knowledge marginal revenue, and negatively related to the follower’s marginal revenue. Furthermore, in certain conditions, the leader's intention of knowledge tranfer is positively related to prior knowledge input and knowledge marginal revenue.

    2016, 37(6): 92-102.
    Abstract ( 937 )
Based on a longitudinal case study of a Chinese locomotive manufacturing firm (CNR Dalian) ,we are trying to explore the dominant logic of Chinese CoPs’ Innovation development in the perspective of managerial cognition. The findings show that there is a consistent dominant logic of "technical attributed" in complex product systems companies, including external drives, task definition, tasks to achieve and the protection to tasks. The cognitive logic of "Technology attribution" has played a positive role in obtaining the required key technology and product development for Chinese Complex Products and Systems Manufacturers. And it is an important reason for companies to obtain long-term performance and sustained competitive advantage, when the dominant logic is cognitive focused and cognitive flexible. The Study has also shown that, Chinese Complex Products and Systems Manufacturers should give full attention of the organizational inertia that the existing cognitive model brings, especially in seeking breakthrough for Independent Technology Innovation.

Absorptive Capacity, Intellectual Property Risk and Product Innovation Performance
    Zhou Wenguang, Li Yaoyuan
    2016, 37(6): 111-119.
    Abstract ( 1162 )
In this paper, intellectual property risk is taken as a moderator, and the relationships between four dimensionalities of absorptive capacity (acquisition, assimilation, transformation and exploitation) and product innovation performance are researched, then a new theoretical analysis framework is constructed. Based on data from 228 observations, this new framework is tested by structural equation modeling. Research results indicate that the relationships between four dimensionalities of absorptive capacity (acquisition, assimilation, transformation and exploitation) and product innovation performance are moderated by intellectual property risk. This conclusion not only explains why existing research results are conflicting, but also provides theory basis for enterprises to improve product innovation performance and for countries to establish and accomplish legal system for intellectual property protection.

Network Analysis and Subject Type Study on Patent Litigations
    Zhang Mier,Guo Wei, Li Haipeng
    2016, 37(6): 127-133.
    Abstract ( 929 )
Patent litigations have increased rapidly in recent years, which have a profound impact on technology innovation and industry competition. Taking smartphone industry with frequent patent litigations as the research sample, the social network analysis has been employed to construct patent litigation network. The relationships between litigants are revealed and the differences of litigants are compared and analyzed. Then hierarchical cluster analysis has been used to analyze the key features of litigants quantitatively, and the types of litigants are defined. The results reveal that litigants have shown significant differences in the frequency of prosecuting and prosecuted, as well as network location. Accordingly, litigants have been divided into four types. Besides the leading enterprises and catch-up ones, the other two types of litigants have been ignored. They are professional organizations specializing in patent operation and have become important prosecutors. Chinese enterprises should pay great attention to them in order to avoid patent litigations and high compensation.

Industrial Agglomeration and Environmental Pollution —Base on Spatial Econometric Analysis of Chinese urban Data
Liu Jun, Cheng Zhonghua, Li Lianshui
    2016, 37(6): 134-140.
    Abstract ( 936 )
Using statistical data from 285 cities in 2003-2012, this paper empirically studied the effect of industrial agglomeration on environmental pollution using spatial econometric model. The spatial autocorrelation tests showed that there was significant positive spatial correlation and local spatial agglomeration effects of urban environmental pollution. The spatial econometric regression showed that industrial agglomeration significantly aggravated environmental pollution, indicating that the negative environmental externalities caused by industrial agglomeration were higher than the positive environmental externalities. There was an inverted-U shape relationship between economic development and environmental pollution and it indicated that Environmental Kuznets curve existed in China. Finally, we put forward specific suggestions to improve environmental pollution based on the above conclusions of the paper.

Influencing Factors Research of Green Growth Based on Correlation Analysis and Rough Set
Guo Lingling, Lu Xiaoli, Wu Chunyou, Qu Ying
    2016, 37(6): 141-150.
    Abstract ( 927 )
Under the dual pressure of the global financial crisis and the worsening ecological environment, green growth that as a new growth mode of pursuing the coordinated development of economy and environment gets more and more attention of the international community, and gradually becomes a hot academic topic. Based on the OECD green growth evaluation framework and combined with the actual situation of China's economic development, the paper selects indicators from social economy, resources and environment, natural assets, quality of life and policy support, and builds the indicators set of green growth. The paper improves the subjective selection method according to its shortcomings and uses the two approaches of Correlation Analysis (CA) and Variable Precision Rough Set (VPRS) to delete the indicators with high correlation and with no significant impact on evaluation results in the same criteria layer. The paper exploits the CA - VPRS method to do the empirical analysis which not only confirms the feasibility of this method, but also provides the theoretical support for economic green transition in China.

Returnees reflux: knowledge spillovers, the relationship between technological progress and financial development
    Chen Yian
    2016, 37(6): 168-176.
    Abstract ( 1078 )
Based in China’s 1995-2013 provincial panel data, this paper examines the relationship between the level of financial development and returnees reflux knowledge spillovers. The results showed that: the linkages of returnees reflux knowledge spillovers with technological progress significant depends on financial development levels of provinces. Only when financial development level over a certain threshold, Returnees reflux will have a significant effect of technological progress to home country. When the level of financial development over the second threshold value, eastern, central and western regions of returnees reflux to technological progress have a positive effect. And returnees in eastern, its knowledge spillover obvious “accelerated, jumped” positive effect, But the western regions, returnees reflux knowledge spillovers is relatively limited.Restrict by the financial development threshold level, the relatively low level of financial development in China’s provinces still cannot provide the necessary financial environment support to release more returnees knowledge spillovers.
