    2016, 37(4): 1-8.
    Abstract ( 940 )
This paper measures the international gap of industrial innovation capacity through expert survey method. By selecting proper samples and anchoring vignettes, we improve the reliability of the result of the expert survey method. Then, we apply the expert survey method in the IC design industry in China and US. The survey provides the subjective opinions of expert groups on the industrial innovation output and capacity. It also concludes that the gap of IC industrial innovation capacity between China and US is 40 months at that time. By comparing the innovation environments in China and US, policy implications are drawn from the survey. The expert survey method offers a complementary view to the tradition methods of innovation capacity measurement.

A Study of the Influence of Structural Holes on product innovation Performance——A Knowledge Search and Transfer Perspective
    YING Hong-Bin
    2016, 37(4): 9-15.
    Abstract ( 884 )
Structural holes have great impacts on product innovation, but the specific mechanism of action is still in mystery. Based on the perspective of knowledge search and transfer, this paper proposed and validated the conceptual model of the influence of structural holes on productive innovation performance. Results show that there is inverted U-shape relationship between structural holes and product innovation. In addition, although knowledge search and transfer both have positive effects on product innovation performance, structural holes is conducive to knowledge search but not for knowledge transfer. The different roles played by structural holes in this process are the reasons for the formation of inverted U-shape relationship between structural holes and product innovation performance. The conclusion of this study provides theoretical guidance for enterprises to have more effective use structural holes.

Impact of debt structure of state-owned enterprises on innovation—An empirical test of abuse of debt financing
Chen Yan, Zhang Bin, Zhai Ruirui
    2016, 37(4): 16-26.
    Abstract ( 733 )
By embedding in the Chinese context, this paper studies the influence of debt structure on input and output of innovation. Using a sample of state-owned enterprises (SOEs) of Chinese manufacturing during 2005-2007, we examine the relationship between debt structure and innovation input and output with the 3SLS method. The results show that floating debt is negatively related to innovation input, but positively related to innovation output. On the contrary, long-term debt has no relation with innovation input, but negatively related to innovation output. The innovation of high investment and low efficiency of the state-owned enterprises shows that the principal-agent conflicts are the main contradiction of the state-owned enterprises’ agency problem. From the point of view of innovation efficiency, increasing the ratio of high floating debt and reducing the ratio of long-term debt in the financing structure, the risk of debt abuse can be cut down and the innovation performance can be improved.

Corporate Income Tax, Capital Structure and R&D Expenditure
    Luo Fukai, Wang Jing
    2016, 37(4): 44-52.
    Abstract ( 1088 )
Based on the sample of Chinese public listed companies from 2009 to 2012, using the hierarchical regression model, this study examines the relationship between the corporate income tax and its R&D expenditure, analyzes the moderating role of capital structure on the relationship of them, and further examines the influence of different property rights. The results show that there is a negative relationship between the income tax and the R&D expenditure, and because of the impact of debt tax shield, the capital structure could relieve the constraints of tax burden on R&D expenditure. And the moderating effect of capital structure is more significant on non-state-owned corporations. This study makes a breakthrough of separately analyzing the relationship between R&D expenditure and income tax or capital structure, which may provide new evidence for the decisions of R&D investment and the choice of capital structure.

Political connection of entrepreneurs: Does it catalyze speculation or innovation?
    Zhu Yihong,Zhou Xiang, Zhang Quancheng
    2016, 37(4): 77-84.
    Abstract ( 996 )
Taking the 10th survey of the private enterprises by National Association of Industry and Commerce in 2012 as sample, this study empirically analyzed how private entrepreneurs’ different levels of political association influence enterprise's strategic choice with OLS regression model. Moreover, the moderating effect of entrepreneur human capital and degree of regional marketization on the relation between political connection level and enterprise strategic choice has also been investigated. The result of this research showed that, entrepreneurs political connection level have a promoting effect on both enterprises’ short-term speculation and technology innovation. Furthermore, the choice of these two behaviors depends on the moderating effect of entrepreneurs’ individual human capital and the degree of marketization. When the degree of human capital and marketization is high, entrepreneurs with political connection tend to choose technology innovation, and vice versa. This research put out a ‘political connection – enterprise decision-making’ model in Chinese specific economic system.

Cai Di, Luo Jinhui, Tang Guiyao
    2016, 37(4): 85-93.
    Abstract ( 931 )
Using data from the Eighth National Private Firm Sampling Survey, this paper examines the impact of family involvement in management on Chinese private firms’ innovation activities, and further analyzes how this impact depends on local institutional environments. After controlling for other co-factors, the empirical results show that: (1) the number of family member on top management team has a significant positive effect on both firm’s innovation input and output; (2) the above effect is weaker in regions with better institutional environments, suggesting that in transition economy like China, family management is still an effective governance mechanism for firm’s innovation activities, especially for firms in regions with worse institutional environments.

A study of technology consistency in the extension of high-tech brands
    Zheng Chundong, Ma Ke
    2016, 37(4): 94-101.
    Abstract ( 1021 )
During brand extension of high-tech brand, the technology consistency between products of parent brand and the extension product is not always effective. Brand type and brand loyalty play a moderate role in the effect of technology consistency on brand extension. Through literature review, questionnaires and scales, this paper did statistical analysis based on the experimental data. The results indicated that: for integrated oriented high-tech brand, regardless of the level of brand loyalty of consumers, there is no difference between the evaluation of technology moderately inconsistent extension product and technology consistent extension product; for functional oriented high-tech brand, compared to brand type, brand loyalty plays a more important role. When consumers have high brand loyalty, their evaluation of the technology moderately inconsistent extension product and technology consistent extension product are no difference; when consumers have low brand loyalty, their evaluation of the extension products will depend on the consistent level of the technology between parent brand products and extension products.

Research on the influence of knowledge protection capacity on alliance partner selection based on different alliance motivation
    Zheng Jingli, Long Yong
    2016, 37(4): 102-109.
    Abstract ( 766 )
The consensus is that alliance partner selection plays an important role in alliance management, however little attention has been paid to its effect on the core knowledge protection as a risk control method. This paper studies the effects of enterprise knowledge protection capacity on the alliance partner selection under the different conditions of academic resource acquisition and non-academic resource acquisition, and proposes nine hypotheses.. The research results show that: under the condition of academic resource acquisition, firms tent to the order of friends >acquaintances > strangers to choose their partners when they have strong knowledge protection capacity; while firms tent to the order of friends >strangers >acquaintances to choose their partners when they have week knowledge protection capacity; under the condition of non-academic resource acquisition, firms tent to the order of friends >acquaintances > strangers to choose their partners no matter they have strong knowledge protection capacity or not. The conclusions of the studies not only enrich the relevant theories on the relationship between enterprise knowledge protection capacity and alliance partnershipselection, but also are instructive to the practice of enterprise alliance.

Zhang Sheng, Guo Yingyuan, Zhang Ling, Han Jia
    2016, 37(4): 110-117.
    Abstract ( 760 )
On the view of knowledge, job-related technological achievement is a package composed of explicit knowledge and tacit knowledge, controlled by the R&D department and the inventors respectively. It is not only a significant theoretical issue but also policy issue Whether the inventors can transform the job-related technological achievements. First, this paper puts forward the research hypothesis, the separation between explicit knowledge and tacit knowledge, induces the technology, market, and finance gaps between the transformed body and departments of R&D, consumers, finance arm, respectively; and the bigger the gaps, the stronger that inventors roles. Then, taking the commercialization of DMTO as a case, the paper tests the hypothesis. It finds that it can eliminate the gaps and promote the transformation of job-related technological achievements by means of the spin-off, which means to make inventors and their inventions become an enterprise.

Knowledge Sharing in Chinese Universities: A Perspective of Knowledge Governance Mechanism
Li Yinping, Xia Huosong, Lu Yaobin
    2016, 37(4): 126-135.
    Abstract ( 854 )
The study sets out to investigate the level and the influencing mechanism of knowledge sharing among Chinese universities. We propose a conceptual model of knowledge sharing on the basis of knowledge governance among scientific research teams. Within the Chinese context, this paper analyzes how knowledge governance impacts on knowledge sharing through the mediation of sense of ownership as well as the moderation of disciplinal commitment and research network. A questionnaire survey involving 409 team members in Chinese universities indicates: a) that knowledge governance, whether formal or informal, has an effect on knowledge sharing, b) that sense of ownership, with distinctive Chinese characteristics, mediates partially formal knowledge governance and knowledge sharing, and serves as a whole mediation between informal knowledge governance and knowledge sharing, and c) that disciplinal commitment can moderate the relations between informal knowledge sharing governance and knowledge sharing, whereas research network moderates the interaction between formal knowledge governance and knowledge sharing.

A new method for predicting the number of NSFC proposals
Luo Kaiping, Zhang Renqian, Wang Huiwen
    2016, 37(4): 152-160.
    Abstract ( 966 )
The number of proposals for the National Natural Science Foundation is dramatically increasing in recent years. The prediction about the number is an important decision-making basis to macroscopically control the undesirable trend. This paper analyzes the application policies and the qualification factors, and then develops a method of predicting the number based on the potential applicants. The experimental result shows that the proposed method has much less average relative prediction errors than polynomial fitting, exponential smoothing, ARMA model and G(1,1) model. Moreover, the new method has an auxiliary capacity of analyzing the impact of the policies on the number of proposals.
