The technological resources allocation for high-tech industry development

Abstract: Technological resources are a material base for making technology progress; however there are few researches on correlative relationship between technological resources allocation and industrial development. Hence, by using stochastic frontier model, the general effects and phase characteristics involving the impact of technological resources allocation and relative institutions on high-tech industrial development are tested. The result shows that by adjusting the output efficiency changes of production factors, technological resources are able to impact the development of high-tech industry, furthermore, the effect shows stronger differences and phrasal features. The results display the implications as follows: adjusting allocation of technological resource rather than simply increasing input of technological resources; allocating technological resource properly needs to tradeoff the effects between direct and indirect, short-term and long-term, respectively; fostering innovative mechanism by optimizing innovative institution and not by purely encouraging innovative behaviors. Comparing with previous literatures, it provides the reference for the allocation of all kinds of technological resources.
