Abstract: It is helpful to promote the development of market-oriented incubator about mechanism reform and policy set by understanding the real situation of incubator service industry. The paper made a questionnaire survey to the incubator in Shanghai. According to the data collection and statistical analysis, the paper focused on the comparative analysis of the private and state-owned incubator about base services, counseling services, professional services, financing services, and analyzed the service coverage rate and satisfaction rate and characteristics of enterprises in incubation. Using the statistical method of Z Test, the paper made a test of the significant differences between the two types of incubators, did a full range of in-depth analysis of the similarities and differences of service mode, analyzed the main reasons and put forward the suggestion on the policy environment. The test results show that there are significant differences about basic services, financing services, enterprise characteristics and evaluation of enterprise, and there are more great difference in some segment project. As usual, The state-owned incubator tend to provide preferential policies service and introduce more venture capital, while private incubators tend to be better in the aspects about office environment, entrepreneurial atmosphere, rent concessions and more willing to accept early start-ups. But there are some challenges to the sustainable development of private incubators, such as congenital conditions, high risk, high cost, profit thin.
