Abstract

Abstract: the four stage DEA model is introduced into the research framework, the efficiency of software industry cluster to 35 in 2013, the China national software industrial park of data as sample, estimates the technical efficiency of the software industry cluster, the system efficiency and scale efficiency. Study found: exogenous environment factors on the efficiency of software industry cluster has a promoting effect, resulting in China's software industry cluster efficiency is overrated phenomenon; After control considering environmental factors, most of the dalian software technical efficiency are decreased (32, 91.43%); Decomposition of technical efficiency of adjusted, found that most software park (23. 65.17%) technology is invalid from the pure technical efficiency is invalid, it further suggests that represents the decision and management level of the system efficiency is not high is the main factor of restricting China's software industry cluster efficiency. East software park should be arranged with reasonable allocation of resources, strengthen the innovation of system innovation, technological innovation, research and development emphasis of the scientific measures for software park construction. Midwest software park should enlarge investment scale, fully absorb the redundant inputs as eastern.
