Green technological innovation is the key to improving the quality and protecting the environment. Based on the technological innovation theory，the paper studies the direct effect and interaction effect of government quality and environmental regulation on green technological innovation with the panel data of 30 provinces from 2000 to 2011 in China．After the empirical study through the Stata12.0，the paper finds local government quality and environmental regulation significantly affect green product innovation and green process innovation，the local government quality plays the significant positive role in the process of environmental regulation affecting on green product innovation and green process innovation. The conclusions evidence: the improvement of local government quality and the formulation of rational environmental policies are equally important to promoting green technology innovation.
