Abstract: The innovation capacity shows different levels with the change of time and the investment in high-tech firms. Therefore, this paper studies dynamic comprehensive evaluation of the innovation ability of high-tech firms from the perspective of the speed characteristic. Set up the evaluation system of high-tech enterprises' innovation ability from the dimensions of innovation resources input, innovation capacity to implement investment and innovation output. Use the catastrophe progression method for high-tech enterprises innovation capability static evaluation. Then, dynamic comprehensive evaluate the high-tech firms innovation ability, from the perspective of the characteristics of speed, based on the time dimension, and analyse the change in the state of speed and the speed of change of the three dimensions. Eventually, use China's 31 provinces as samples for empirical analysis.The results show that the innovation capability of the high-tech firms is determined by the innovation resources input, innovation capacity to implement investment and innovation output together ,and the dynamic changes from all aspects will cause changes in the overall innovation capability.There are still some deficiencies in the development of innovative ability of our country's high-tech firms, and it is needed to take specific measures to promote its development.
