Abstract

This paper explains the reasons why the R&D input of high technology industry in China is at such a low level in the perspective of FDI. It finds that the ratio of FDI to high technology industry is very high, and that the R&D input of FDI is distinctly lower than that of domestic enterprises, and this surely decreases the whole level of R&D input of high technology industry. The further study shows that R&D input of FDI has an evident regularity, i.e., FDI with a higher technology level and bigger technology superiority to domestic enterprises has a lower R&D input level. The conclusion of the paper suggests that it is proper strategy in the development of high technology industry in China to decrease the over dependency on FDI, to put forth effort to foster domestic high technology enterprises, and to strategically introduce FDI.
