Abstract: It is a new way to study the structure of the industrial ecosystem and the modernized governance of the Internet cultural industries from the perspective of ecology. This paper analyzed 599 valid questionnaires by empirical method which collected from five cities, such as Beijing, Shanghai, Guangzhou, Shenzhen and Hangzhou to verify the existence of network culture industry ecosystem, and discusses inner ecological subject and external ecological environment. The results showed that the effect of Internet users was low and with others’ positive interaction was lack; the influence of technology factor was relatively low, which showed the factors affecting the development of the industry were not the technology; the government's standard path coefficient was the highest, which indicates that the Internet cultural industries was in the government dominated ecosystem. In the era of “big data, cloud computing, platform, mobile”, Internet cultural industries’ governance need to establish the multi-subject ecological governance system under the Internet thinking.
