Abstract: Based on the data in 31 provinces from 2001 to 2010.the Article does an empirical analysis of the relation between the causes of corruption and corruption from three perspectives: the whole, different development stages and different regions. The study finds that only the civil servant salary always has a negative impact on corruption , but other seven variables, such as fiscal decentralization and openness have distinct temporal and spatial differences in the direction and degree of the impact when the time and space vary. Therefore, in order to control corruption, it is necessary to increase the civil servant salary, formulate policy of classified anti-corruption and strengthen comprehensive anti-corruption.
