Abstract

Earthquake emergency comprehensive exercise not only enhance earthquake emergency response ability of governments, but also make the masses quickly learn the earthquake aid knowledge of safety precaution, personal security and mutualaid. In order to enhance the effectiveness of earthquake emergency comprehensive exercise, the evaluation index system of earthquake emergency comprehensive exercise is constructed with considering the expert appraisal opinions and participation of the masses, and then regulates the construction of earthquake emergency comprehensive exercise system through evaluation. The analytic hierarchy process is used to determine the index weight of professional appraisal opinions and participation of the masses. Meanwhile, the fuzzy comprehensive evaluation method is introduced to quantify multi-factor hierarchal information in earthquake emergency comprehensive exercise evaluation. The scientific nature and operability of the method is verified by 2014 earthquake emergency comprehensive exercise of Shiyan city.
