The performance of Environment strategy implementation in most enterprises is not ideal due to the control and regulation mechanism and match efficiency. Combining with the intricate context formed by driving origins, governance objects and governance paths, this paper adopted context analytic method to analyze comparatively the suitability of different complex governance under hybrid driving mechanism. The paper's research found out as follows: owing to the communication deficiency between government and enterprise, the anticipation that effective governance mechanism could be mixedlybreeded by market and administration control displays bigger occasionality, and the uncertainty of governance effect would render enterprise have not enough motivation to implement active environment strategy. Duplication dynamic evolution study proved the choice of environment governance path is strategic and depends on decision maker's risk attitude.
