This paper studies the patent examination quality control mechanism of PPH and PCT-PPH respectively, and compares the patent examination quality control mechanism of PPH with that of PCT-PPH. Compared with PPH, the patent examination quality control mechanism of PCT-PPH not only will not exert too much cost of risks and information researching on the applications, but also is more likely to eliminate the influence that patent system differentiation brought to examination quality. Therefore, PCT-PPH can be more effective to promote applicant participation rate of international patent examination information sharing.
