Abstract: Culture is a key influential factor for innovation behavior, several studies have examined the effects of firm culture from organizational lever, however only few have explored how the regional culture make an impact on innovation behaviors and the implications to innovation success. Regional culture is divided into four dimensions from innovation view, and the influential mechanism of each dimension on innovation behaviors is analyzed. It is found that the cultural heterogeneity leads to the diversity of innovation behaviors based on the case study of the metropolitan circle located at Yangtze River delta, and it is argued that provinces or cities in the metropolitan circle should refine and keep their unique culture, and is expected to benefit from the overlaps and heterogeneity of metropolitan circle culture.
