Abstract: Based on the perspective of process management, an implementing effect evaluation index system for the test pilot curing-typed projects in agricultural science and technology is built on basis of four dimensions, including technological capability, economic benefit, social return, and ecological effect. An evaluation model is established by the means of fuzzy synthetic evaluation method. Both of the evaluation index system and model are applied to identify the implementation of Chinese leaping plan and the result shows that they are feasibility and efficiency. The proposal for the study is that only the index system is scientifically set by the end users, i.e. farmers who are evaluation participants, then the index system is able to reflect the curing degree of agricultural science and technology achievements better and provide reliable evidence for their further extensions and applications.
