Environmental regulation and technological innovation:Based on the panel data of China from the year of 1997 to 2007

Abstract: The effect of environmental regulation on three types of technological innovations in China is analyzed by using the panel data of 29 regions from the year of 1997 to 2007. The results indicate that the environmental regulation has insignificant positive effect on the technological innovation unless the environmental regulation connects with human capital, when it connects with human capital, environmental regulation can stimulate the enterprises' technological innovation in the east and the middle area of China. However, the promoting function of the environmental regulation in the west area is almost none. The factors that lead to different effects of environmental regulation on technological innovation among east, middle, and west areas are analyzed. At last, some suggestions on how to amplify the environmental regulations' positive effect on the capability improvement of regional technological innovation are provided.
