Abstract:   Abstract: In the research of regional science and technology resource allocation, many articles select the indicators qualitatively. However, there mustbe many subjective factors in these qualitative methods. Therefore, an evaluation index is constructed by the method of correlation analysis. Considering output is lagging behind input in the field ofscience and technology, and the lag reflected the following years instead of one particular year after the resource investment has made. On the basis of this, the classic DEA model is improved, and then the efficiency of science and technology resource allocation in Jiangsu Province is analyzed. The result shows that the allocationisinvalid in vast majority cities of Jiangsu Province. At last, the reasons is analyzed and some countermeasures are put forward.
